| The statutory agency model originated in Western countries,particularly in the 1980 s with the United States and the United Kingdom leading the way.Practice has shown that statutory agencies are of great significance in streamlining government administration and improving governance efficiency.As a result,Chinese mainland has gradually introduced this governance model,with the exploration experiences of places such as Qianhai in Shenzhen and Shunde in Foshan being particularly representative and valuable for reference,providing beneficial experience for the statutory agency reform in other regions.This article takes the management bureau of the Lecheng pilot zone,the first statutory agency for a medical park in China,as the case study object,and uses the dual theoretical perspectives of the administrative contracting system with Chinese characteristics and Western new public management to deeply describe and analyze the current situation of the management bureau,identifying institutional and systemic reform difficulties such as "difficulty in territorial management," "insufficient staffing," "financial profit difficulties," "personnel adjustment difficulties," and "misplaced inspections and accountability." Secondly,this article believes that the objective factors of "difficulties in the pioneering demonstration and reclamation" and "clearance problems in the transitional stage," as well as the underlying reasons of "low level of provincial legislation," "unclear administrative subject positioning," "unclear division of ownership responsibilities," and "inadequate supporting institutional mechanisms," together have led to the occurrence of the aforementioned difficulties.Finally,this article proposes the following four specific targeted recommendations and optimization paths: strengthening the legislation for pioneering demonstrations,clarifying statutory agency ownership,improving the supporting institutional system,and standardizing the "government + market" model of statutory agencies.In conclusion,this study fully combines theoretical and empirical analysis,with the hope of providing the "Lecheng experience" for Hainan’s institutional innovation and reform under the background of the construction of a free trade port,and using it as an example to provide the "Hainan experience" for China’s macroadministrative system reform. |
