Study On The Participation Of New Villagers In Rural Governance In Baoliansi Township,Henan Province

The 20th Party Congress put forward the important instruction of comprehensively promoting rural revitalization and solidly promoting talent revitalization,further emphasizing the key role of talent revitalization in rural revitalization.In the document "Strategic Plan for Rural Revitalization(2018-2022)" released by the Central Committee of the Communist Party of China,it is clearly pointed out that the role of new villagers in rural governance should be actively played.As one of the subjects of governance in the new era,new villagers are the talent reserve force for rural revitalization and an important power source to promote the modernization of rural governance,playing a crucial role in the implementation of rural revitalization strategy.The participation of new villagers can not only help realize the goal of agricultural and rural modernization,but also provide new ideas for building a grassroots social governance system that integrates "autonomy,rule of law and moral governance".It is of theoretical value and practical significance to explore the effect of new villagers’ participation in rural governance,and to stimulate their enthusiasm for participation in rural governance.Taking Baoliansi town in Henan Province as the research site,this paper uses the theory of collaborative governance and elite theory as the theoretical basis,and uses literature research method,questionnaire survey method,interview method and case study method to study the current situation and problems of new villagers’ participation in rural governance in Baoliansi town.On this basis,it is analyzed that new villagers in Baoliansi town participate in rural governance with five social positive functions,which are mediating neighborhood disputes,leading the civilization of the countryside,driving economic development,helping to help filial piety and improving the human living environment.At the same time,it is concluded from the study that there are problems such as insufficient ability of new villagers to participate in rural governance,insufficient initiative of new villagers to participate in work,lack of cooperation and communication among new villagers,and the villagers’ recognition of the work of new villagers,which restrict the effect of new villagers’ participation in rural governance.The analysis of these problems leads to the reasons such as the low education level of new villagers,the lack of guarantee system and evaluation system for new villagers’ participation in rural governance,the imperfect collaboration mechanism among new villagers,and the phenomenon of emphasizing economic development over spiritual civilization in rural governance.Finally,countermeasures are proposed in terms of strengthening the leadership of the party organization,establishing the guarantee system and evaluation system for the participation of new villagers in rural governance,establishing the cooperation and exchange mechanism of new villagers,and insisting on both material and spiritual civilization,so as to promote the rapid development of the participation of new villagers in rural governance and lead other townships to the path of the participation of new villagers in rural governance.
