Research On The Improvement Of Community Governance Ability Of "Village To Residence"

The report of the 19th National Congress of the Communist Party of China pointed out that "the urban agglomeration should be used as the main body to build an urban pattern of coordinated development of large,medium and small cities and small towns,and to accelerate the urbanization of agricultural transfer population." The progress of social development and the continuous improvement of economic level are promoting the process of urbanization,and our country is moving towards a new road of urbanization.In the context of the promotion of urban-rural integration and the strategic development of rural revitalization,urban and rural community construction has begun to face many bottlenecks.In the practice of continuous exploration and development,"village-to-residential" community construction is very popular,because it not only provides expansion space and resource guarantee for urban development,but also brings development opportunities to suburban and rural areas.Therefore,"village-to-residential" community construction has become a priority for urbanization development.With the advancement of "village-to-residential" community construction,how to develop and manage the "village-to-residential" community has become the primary issue of the current grass-roots government,and improving the "village-to-residential" community governance capacity has also become an important issue in current community governance.In the construction of "village-to-residential" communities,we always face the problem of "combination of urban and rural areas",and we are also in trouble in community governance,and it is difficult to improve the ability of community governance.This study aims to comprehensively understand the current situation of "village-to-residential" community governance through empirical investigations,find problems and explore their causes,and then explore ways to improve community governance capabilities.H Community in Nanzhang County,Xiangyang City is a suburban community,close to the edge of the urban area,and the suburbs were converted to villages earlier.In terms of community governance,it reflects many "common problems" of "village-to-residential" community governance.It can be regarded as my country’s "village".A microcosm of the construction of "relocation",this article takes the H community as a research case,which has a certain typical representativeness.Based on community research and interviews,this research analyzes and studies community cases,and understands the governance situation before and after the " village-to-residential" community reform,and finds that the current " village-to-residential" community governance faces some difficulties.Looking at the current situation of H community governance,it is found that there are problems in party and government management,economic development,cultural construction,public service supply,and residents’ self-governance.Then,it analyzes the problems and explores the reasons based on the five aspects of the party building leading ability,the ability to handle affairs according to the law,the cultural guidance ability,the service supply ability,and the residents’ self-governance ability.On this basis,the idea of improving the community governance capacity of "village to residential" is put forward: according to the requirements of the rural revitalization strategy,coordinate multi-party forces to participate in community co-construction,focus on multi-participation and co-governance,strengthen community governance,release the power of self-governance,and improve community governance.Various capabilities will ultimately realize the harmonious vision of "co-construction,co-governance and sharing",enabling the "village-to-residential" community to achieve good governance and play its role in grass-roots governance.
