Research On The Reform Of Administrative Law Enforcement With Comprehensive Integration At Grassroots Level

In 2022,Zhejiang became the only national pilot for comprehensive and integrated administrative law enforcement reform in China.This reform involves a series of global,reshaping,and systematic centralized reforms of the administrative law enforcement system,the Zhejiang Provincial Party Committee and Provincial People’s Government adhere to the reform of streamlining administration,delegating powers,innovating supervision,and optimizing services,in the construction of a rule of law government,and under the overall framework of modernization of governance within the province,continuously deepen the reform and reconstruction of the administrative law enforcement system,establish and promote a new trend of administrative law enforcement system reform guided by comprehensive integration,driven by information technology reform,and driven by leading examples.Y County’s reform and promotion work is at the forefront.C Street,as one of the three major streets in Y County’s urban area and the location of the county government,is a microcosm of Y County’s reform work.Faced with the raging situation of comprehensive administrative law enforcement reform,how to promote and implement it scientifically,reasonably,and effectively at the grassroots level has become a practical topic worth studying.This article takes the comprehensive administrative law enforcement reform at the grassroots level as the background and takes C Street in Y County as an example from a micro perspective.By adopting literature research,case study,and statistical analysis methods to expand research ideas and perspectives,it sorts out the problems in the comprehensive administrative law enforcement reform of C Street,such as inadequate delegation of power,lack of legal basis,insufficient law enforcement performance ability,and inadequate functional integration There are five aspects of deficiencies in supervision and management,and based on the theory of holistic governance and the efficiency driven model of new public management,we will delve into the underlying causes of the problems,such as weak reform awareness,lagging legal and regulatory development,gaps in law enforcement efforts,failure to break through the interests of regulatory authorities,and failure to follow up with supporting supervision mechanisms in a timely manner.Finally,based on the problems and causes summarized in the previous analysis,this article proposes the following four targeted countermeasures and suggestions for the comprehensive administrative law enforcement reform of C Street in Y County,with the aim of improving the effectiveness of the grassroots comprehensive administrative law enforcement reform:point one,optimize power connection and improve legal system construction.By enhancing the awareness of overall governance,strengthening the power transfer and delegation between township and district/county competent departments,and promoting relevant legislation in the field of comprehensive law enforcement to improve legal construction,providing solid and strong legal support for reform;point two,strengthen team building and improve team quality.Personnel are the fundamental support for grassroots law enforcement.On the one hand,it is necessary to ensure that the law enforcement personnel of the competent department are stationed at the grassroots level to ensure that the law enforcement force is in place.On the other hand,it is necessary to do a good job in education and training,ensure the normal implementation of transferred law enforcement matters,and enhance law enforcement capabilities;point three,streamline departmental relationships and achieve law enforcement coordination.By establishing an information resource sharing platform,improving a comprehensive law enforcement cooperation mechanism,and clarifying the standards for transferring illegal cases,law enforcement cooperation can be achieved,improving grassroots law enforcement efficiency,and reducing law enforcement costs;point four,optimize the supervision system and enhance the effectiveness of supervision.A scientific and reasonable supervision system is the institutional foundation for the comprehensive and integrated administrative law enforcement reform.By improving the internal supervision of units,government organization supervision,and public supervision,we ensure the orderly implementation of the comprehensive and integrated administrative law enforcement reform.
