Research On The Problems And Countermeasures Of Smart Market Regulation In L City

With the transformation of China’s economy from high-speed development to high-quality development,new requirements have been put forward for market public administration.Since the institutional reform in 2018,the market supervision system has merged the functions of the former Industrial and Commercial Bureau,Food and Drug Administration,and Quality Supervision Bureau,resulting in a wider range of regulatory fields and a more centralized power and responsibility.When a law enforcement team manages a field,problems are often exposed.For example,low regulatory efficiency,slow informatization process,and low transparency in law enforcement and case handling.These issues greatly constrain the development of market entities.Promoting "smart reforms" in the field of market regulation,especially the informationization construction of grassroots law enforcement units,is an urgent issue to be solved.This study aims to improve the efficiency of market regulation and reduce regulatory pressure in the context of the reform of "delegating control and delegating control" and the establishment of a large market and regulation policy during the 14 th Five Year Plan period.Starting from the current situation of promoting smart market regulation in L city,based on cooperative governance theory,responsive regulation theory,and digital governance theory,relevant data and materials were collected through face-to-face interviews and survey questionnaires.It was found that the concept and system of smart market regulation in L city’s promotion of smart market regulation are not yet sound,and the integration of smart regulatory platforms between and within departments is not in place There are three aspects of insufficient training and promotion efforts in smart regulation.The reasons for its emergence are concentrated in the emphasis on construction over theory,hindering the establishment of a smart regulatory system,and the impact of responsibility and power on the integration of smart regulatory platforms between departments.By drawing on the advanced experience and practices of Changsha in Hunan,Xinyu in Jiangxi,and Beijing in promoting smart market supervision in the fields of food,special equipment,and pharmaceuticals,we propose strategies to accelerate the construction of a smart market supervision policy system,increase training and talent cultivation in smart supervision,and strengthen the construction of smart market supervision platforms.
