Social Organizations Participate In Urban Grassroots Social Governance Research

In the process of promoting the establishment of the urban grassroots social governance system,with the transformation of the identity of the governance object from the traditional "unit people" to "community people",diversified and refined demands for public services are put forward.At the same time,the main body of governance is also diversified,and it is necessary to build a new era of reform of social governance system.Among all kinds of subjects of grassroots social governance,social organizations play a very key role and gradually assume more and more important functions.The participation of social organizations in urban grassroots social governance is gradually becoming the focus of grassroots social governance development.This paper selected Fengqiao Street in Suzhou High-tech Zone as the research object,and from the perspectives of governance theory and new public service theory,sorted out the current situation and experience of social organizations participating in social governance,at the same time,the analysis is conducted: the related problems are as follows: First,from the perspective of the government,the rights and duties of social governance subjects are not clear,and the laws and regulations of social organizations are not perfect;Second,from the perspective of social organizations themselves,there are some problems such as non-standard organizational structure,unreasonable organizational development and weak organizational service ability.Thirdly,difficulties encountered in the process of participation,there are some problems,such as the deviation of cognitive expectation,the gap of participation consciousness,and the refinement of service demands of groups with special difficulties.According to the analysis of the above problems,the corresponding countermeasures are put forward.First,we should improve the construction of the management system of social organizations and increase the government’s role in regulating and guiding social organizations.Second,we should clarify the role positioning of the participants in social governance at the grassroots level and give full play to the role and function of each governance subject.Third,improve the service capacity of social organizations,give full play to their functions of comprehensive governance and source governance,break down the barrier between various subjects in the governance process,fully coordinate,actively act,jointly build,share and jointly govern,and show the "sense of presence" of social organizations in urban grassroots social governance.
