| At present,the control of rocky desertification in Yunnan,Guangxi and Guizhou provinces has achieved relatively good results.Accelerating the realization of the legalization of ecological compensation has become an important support for the three provinces to consolidate the existing achievements and continue to make new achievement.As the most serious area affected by rocky desertification in China,only the government regulations can not meet the needs of ecological compensation work in rocky desertification area.Only by incorporating ecological compensation into the rule of law system,enacting high-level legal norms on ecological compensation,and promoting the establishment of a rule of law system that combines good governance in the legislative,judicial and law enforcement sectors,can we better meet the needs of people in production and life in rocky desertification areas and conform to the trend of social development.This is not only an important way to promote ecological progress in Yunnan,Guangxi and Guizhou provinces,but also a strong embodiment of the fundamental strategy of implementing ecological thought and the rule of law.Because the law of ecological compensation has not been formed in our country,Suzhou and Wuxi,as the first two cities to introduce the regulation of ecological compensation,have great reference significance for the legal rule of ecological compensation in the rocky desertification area in the three provinces.By analyzing the problems of ecological compensation in rocky desertification areas in Yunnan,Guangxi and Guizhou provinces,based on the experiences of Suzhou and Wuxi,and the characteristics of the rocky desertification areas in Yunnan,Guangxi Zhuang Autonomous Region and Guizhou provinces,this paper probes into the construction of ecological compensation legal system from the aspects of strengthening legislation,perfecting law enforcement and strict supervision. |
