| Currently,in order to effectively respond to the increasing demand for long-term care of disabled elderly people brought about by the intensification of aging,China began exploring a long-term care insurance system that practices the social insurance model in 2016 by drawing on the rich experience of foreign countries,and gradually expanded the scope of the pilot project.Guangzhou,as the first pilot city,has achieved preliminary results,but the increase in the demand for long-term care for the disabled elderly will increase the expenditure of long-term care insurance,which may affect the sustainable development of financing level and endanger the long-term stable development of long-term care insurance in Guangzhou.Based on this,this paper takes the financing level of Guangzhou long-term care insurance as the research object,focuses on its sustainable development,based on the current financing situation of Guangzhou long-term care insurance,and uses literature analysis,empirical analysis and comparative analysis to discuss the sustainable development of financing level.It is found that the core of sustainable development of financing level is whether the sustainable development of funds;Long-term care insurance in Guangzhou is faced with such problems as unsustainable financing level,single financing channel,poor financing independence and unclear division of financing responsibilities,which affect the fund balance.By using the financing model to calculate the current and the next ten years of financing level,verify the balance of long-term care insurance payments in the next ten years,it can be known that from 2023 under the current financing level of long-term care insurance funds will appear not offset.And according to the research conclusion from the population factors,economic factors,income factors,cost factors,as well as financing channels and other institutional factors to discuss the sustainable development of financing level.Finally,combined with domestic and foreign practical experience and research conclusions,countermeasures and suggestions are put forward to alleviate the problem of long-term care for the disabled elderly and ensure the sustainable development of long-term care insurance funds. |
