| In the era of digital,data,algorithms,and computing power are the “troika” that drive economic development,and data is the “nutrition” or “blood”.All countries have recognized the importance of data and have standardized it through categorization and classification systems.By observing and examining the data categorization and classification systems from the perspective of comparative research,it is found that there are three problems which need to be solved.Specifically,security and development,protection and circulation are not opposite concepts,but the current data categorization and classification tends to favor the purpose of security protection while ignoring the purpose of development,utilization and international competition.All countries have different rules for data categorization and classification,which leads to the difficulty of connecting the implementation process.The regulation mode of data categorization and classification is different in countries,which makes the realization path difficult to coordinate.In view of this,China should balance the concept of security and development of data categorization and classification,adhere to the principle of “promoting development with security,ensuring security with development”,and moderately incline the direction of data development and utilization,promote the cultivation of data factor market,divide data resource rights and enhance international competition.Improve the “From top to down” rules design of data categorization and classification,determine the “important data” and “core data” directories,and formulate the implementation process of data classification and classification comprehensively and scientifically;Through multi-level international treaties,legislation,standards and guidelines and other regulations on data categorization and classification,the realization path of individual,enterprise and public data classification and classification is coordinated,which points out the direction for the optimization of Chinese data categorization and classification system. |
