With the rapid development of social economy and information technology,various work standards and tasks of various units have been gradually improved,and the employment needs of most units have not been met.Staffing can no longer bear the heavy workload,and the use of non staff personnel has become a common way of employment for functional departments.However,due to the drawbacks and potential risks in the employment of non staff personnel,how to reasonably use social forces to share the work tasks of functional units of organs has become an urgent problem to be solved at this stage.Through the research on the current situation of the employment of non staff personnel in Unit Z,this paper finds that the current employment form of non staff personnel in Unit Z is mainly labor dispatch.There is a certain gap between this method and the staff in terms of work content and workload,salary and welfare,learning and training opportunities,personal development prospects,etc.,which leads to the problems of weak sense of belonging,lack of work enthusiasm and sense of responsibility,and high turnover rate.For the large number of non staff personnel employed under the current system,it can no longer meet the relevant requirements of social development and the reform of functional departments.It is necessary to carry out the market-oriented transformation of non staff personnel.Summarize and analyze the practical experience of market-oriented employment transformation,it is determined that market-oriented labor outsourcing is the only choice to solve the low efficiency of human resources in Z unit.On this basis,the specific process of the transformation from labor dispatch to labor outsourcing is proposed,that is,to subdivide and split specific businesses,to outsource department functions suitable for social organizations,and to establish a market-oriented employment mechanism with the guiding ideology of "selecting the best in public and determining fees based on events".Based on the above analysis,a market-oriented transformation strategy for the employment of non staff members in Z unit has been summarized.Firstly,there are management strategies for existing labor dispatch personnel,including stopping recruitment of labor dispatch personnel and gradually digesting existing personnel.Subsequently,a Z unit transformation strategy was designed,which mainly refined and classified the work responsibilities of Z Company,outsourced the services suitable for the society,established a standardized labor outsourcing workflow of "clear demand-superior approval-public bidding-contract signing-assessment and acceptance",and established a standardized and perfect performance evaluation system.Finally,the corresponding safeguard measures in the process of transformation are proposed to ensure the smooth development of labor outsourcing.Through the market-oriented transformation,labor outsourcing is carried out for services suitable for the society,which reduces the risk of management responsibilities for non staff members.It has shown certain advantages in improving work efficiency,improving work quality,enhancing flexibility of employment,and further realizes the innovation of management system optimization.
