Research On The Collaborative Governance Operation Mechanism Of Social Organizations Under The Background Of Social Governance Communit

At the Fourth Plenary Session of the 19 th CPC Central Committee,the Communist Party of China proposed to strengthen and innovate social governance and build a community of social governance in which everyone has responsibilities,responsibilities and benefits.The report to the Party’s 20 th National Congress further emphasized the need to improve the social governance system featuring joint contribution,joint governance and shared benefits.In the layout of Chinese modernization featuring "harmonious coexistence between man and nature",building a community of social governance in the field of environmental governance plays an important role in promoting the efficiency of social governance.In the realistic situation,Chinese social organizations actively and effectively promote the realization of the social picture of "the whole people participate in environmental protection" through consultation and interaction,therefore,it is very necessary to conduct in-depth research on the interaction relationship between social organizations.Firstly,the main topic of this study is how social organizations participate in environmental collaborative governance under the background of social governance community,which will answer scientific questions such as how to generate common actions of environmental protection among social organizations and how to form an orderly collaborative governance operation mechanism.Secondly,the integration of theory and reality is the main reason to promote the formation of this study.On the one hand,the joint participation of multiple governance subjects under the background of social governance community is the theoretical requirement of governance practice;on the other hand,the joint action of environmental protection carried out by social organizations with the common goal of ecological environmental protection is the driving factor to achieve effective governance.Therefore,it is of certain theoretical and practical significance to study the operating mechanism of cooperative governance among social organizations.This study chose exploratory case analysis method for specific elaboration,combined with the research question of "social organization participation in environmental collaborative governance" to build a theoretical analysis framework,summarized and explained the collected case data,sorted out the operation mechanism corresponding to the theoretical analysis framework and put forward policy implications.By studying the cases of social organizations participating in environmental collaborative governance in Guizhou Province under the background of social governance community,it is concluded that multi-subject interaction with the same goals and values is the basis of collaborative cooperation among social organizations.Under the guarantee of subject,object,rule and environment,the collaborative process covers three levels: subject interaction,resource integration and system design.Finally,through the practice of collaborative governance,the operating mechanism of collaborative governance is created,which is the value community with the same idea,the action community with coordinated cooperation and the professional community with complementary capabilities.The research conclusion reveals that social organizations play the role of "adhesive" in the social governance community,which is of great significance for increasing the participation of social forces in social governance and promoting the innovation of social governance system,and also provides certain experience and enlightenment for other regions and other governance fields in China.
