Research On The Effectiveness Evaluation And Improvement Measures Of "Sunshine Supervision" In Village Affairs Of Q Town

The rural revitalization strategy puts forward that "We should continue to promote research into effective forms of village autonomy led by grassroots party organisations,improve relevant policies to ensure the effective functioning of the natural autonomy of the villagers,and mobilise the enthusiasm of the masses for participation in rural administration." The village "two committees" are the last link in the implementation of various policies,with great responsibilities.If there are problems such as damage to the public and personal interests,corruption,etc.caused by village cadres’ control of power,it not only damages the interests of the villagers in the village,but also damages the reputation of the party and government.Therefore,improving the rural governance system and strengthening democratic monitoring and administration at grassroots level are of great importance.Strong support for the rural renewal strategy,building and improving the governance system of the rural community.Q Town actively promoted the implementation of "sunshine supervision" of village affairs in 2020 according to the "village affairs supervision work norms".This article takes the "Sunshine Supervision" work of village affairs in Q Town as a research object,on the basis of sorting out the system of“Sunshine Supervision” of village affairs,the organization and Operation Mode of village affairs supervision,the main body of village affairs supervision and the use of supervision results,combining participatory governance theory and policy performance evaluation theory,using the“Three effects” theory of management,this paper analyzes the effectiveness of“Sunshine Supervision” in the political effect,economic efficiency and social effect of village affairs in Q town.It is found that the“Sunshine Supervision” of village affairs in Q town has established a restrictive mechanism in terms of political effect,but the rectification effect of the violation of discipline and law at the village level is not significant,however,the effect of increasing collective assets income and reducing expenditure is not obvious,and the social effect of mass participation is aroused,but the public rating is not high.Then,the Smith model of the police execution process was used to analyze the institutional and execution factors that affect the effectiveness of sunlight surveillance in Q town.Finally,corresponding countermeasures and suggestions are proposed from the institutional and executive aspects: strengthening the supervision support of system construction,strengthening the supervision guidance,perfecting the supervision and examination,strengthening the subject construction,enhancing the supervision consciousness and ability,and increasing the technical support,we should improve and diversify the channels for supervision.
