Party Building Leads The Path Research Of Rural Multi-party Governance The

The report of the Party’s 20 th National Congress pointed out: "The most arduous and onerous task of comprehensively building a modern socialist country is still in the countryside." As an important part of national governance,rural governance is the "nerve end" for the public to perceive the temperature of public services.Only when rural governance is effective,can national governance move forward steadily.Current subjects of rural governance are diversified,which requires rural primary Party organizations to grasp the primary Party construction work,further enhance the leadership of party construction,innovate the rural governance model,and build new governance patterns.It is not only an important measure to promote the great project of Party building,but also the requirement of The Times to promote the modernization of rural governance to realize the normal operation of Party building leading rural pluralistic co-governance.This study discusses the leading role of party building in rural pluralistic co-governance.By the methods of literature research,questionnaire survey and individual interview,the paper takes the seven villages in Pizhou City as the case study,and in combination with interview and field survey,explores the specific practice of plural-communal governance led by party building in Pizhou City.First of all,according to the research results,we conclude that the party building leading village pluralistic co-governance in Pizhou city is faced with the following difficulties: the structure imbalance exists in the pluralistic governance subject,the shortage of talent resources in the village pluralistic governance team,the weak service consciousness and low service efficiency of the governance subject,and the value leading role is not fully played.Secondly,in view of the above predicament,the main reasons are analyzed from four aspects: the interactive operation mechanism of the Party and the masses is not perfect,the brain drain of the grassroots party organizations is more serious,the service efficiency of the governing body is weakened,and the leading ability of the grassroots party building is not enough.Finally,the paper analyzes the practical logic of the party building leading the pluralistic and co-governance in rural areas,and through the "three governance integration" of autonomy,rule of law and rule of virtue,it improves farmers’ democratic consciousness,improves the democratic election system and cultivates farmers’ moral concept.On this basis,from the three aspects of consolidating the core position of the leadership of grassroots party organizations,highlighting the dominant position of service-oriented grassroots government,and enhancing the governance and service ability of rural party organizations,this paper puts forward the path selection of the party building leading rural pluralistic co-governance.At the same time,from the perspective of multiple rural subjects participating in co-governance,This paper puts forward some suggestions to promote the cogovernance and cohesion of rural governance ideologically,embed pluralistic forces and integrate resources organizationally,improve the governance subject participation mechanism institutionally,and construct a core pluralistic co-governance model in pattern.It is expected to give full play to the leading role of Party building to provide reliable support for the modernization of rural governance,make rural pluralistic co-governance more targeted and effective under the guidance of Party building,and provide certain ideas and directions for the path study of Party building leading rural pluralistic co-governance.
