Research On The Problems And Countermeasures Of Overall Budget Performance Management In Z County

In recent years,as the global economic recovery continues to slow down and China’s "six guarantees" rigid expenditure continues to increase,the pressure on the budget balance of county-level governments has increased year by year,which has a negative impact on the efficient promotion of economic and social development of county-level governments.In order to alleviate the pressure on the budget balance of county-level governments,most of the county-level governments in China actively comply with the reform trend of the comprehensive budget performance management of the Party Central Committee and the State Council,and vigorously promote the comprehensive budget performance management.However,most county-level governments’ work measures are not effective enough and the work effect is not obvious enough.There are still some problems in the comprehensive budget performance management.Studying the existing problems in the comprehensive budget performance management of the county government and analyzing the causes of the above problems,and putting forward targeted policy recommendations are of great significance to improve the quality and efficiency of the comprehensive budget performance management of the county government and promote the high-quality development of the economy and society of the county governmentThis article summarizes the current situation of comprehensive budget performance management in Z County,Yichang City,Hubei Province,and analyzes the data collected through a questionnaire survey.It is pointed out that there are some problems in the comprehensive budget performance management work carried out by county governments,such as insufficient understanding of the importance of comprehensive budget performance management work by county governments,shortcomings in the working mechanism of comprehensive budget performance management by county governments,unscientific indicator system for comprehensive budget performance evaluation by county governments,and insufficient utilization of comprehensive budget performance evaluation results by county governments.It is pointed out that the reasons for the above problems are that county governments and budget units do not pay enough attention to comprehensive budget performance management,county governments lack professional personnel and financial and technical support,it is difficult to establish a scientific budget performance evaluation index system,and there is a lack of special supervision over comprehensive budget performance management.In order to solve the problems existing in the comprehensive budget performance management work carried out by county governments,this article draws on mature and advanced work experience and practices at home and abroad.Propose four countermeasures and suggestions to enhance the importance that county governments attach to comprehensive budget performance management,increase the protection of talent,funds,and technology for comprehensive budget performance management,build a scientific and complete comprehensive budget performance evaluation index system,and increase the supervision and information disclosure of comprehensive budget performance management.I hope to promote the efficient implementation of comprehensive budget performance management for county level governments,and promote sound and rapid economic and social development of county level governments.
