| As a special organization of inner-party supervision in China,the affairs of the discipline inspection and supervision organs shoulder a great mission.Due to the reform of discipline inspection and supervision system,handling corruption cases and other functions have been added in the business scope of the discipline inspection and supervision organs.In recent years,using information technology to facilitate anti-corruption,reform the working methods of discipline inspection and supervision departments and improve the efficiency of discipline inspection and supervision have become the top priority of the discipline inspection and supervision departments at present.However,in the process of digital construction of discipline inspection and supervision business in China,especially in the process of digital construction of transaction management of discipline inspection and supervision organs in county-level cities,there remain many problems to be solved urgently,such as low ideological stance,imperfect construction of digital system,low utilization of digital resources,lack of digital human resources,etc.To this end,this paper,with C County of W City as the research object,conducts further study of the problems in the digital construction of discipline inspection and supervision services in China’s counties as well as the causes and solutions of the problems,thus providing theoretical guidance for digital construction and optimization of discipline inspection and supervision services in C County of W City in China.This paper focuses on the research of the subject by means of data analysis,case study and interview investigation analysis.The research content of this paper is roughly as follows: First,on the basis of discussing the relevant ideas and technical issues of digitalization of the affairs management of discipline inspection and supervision institutions,this paper theoretically expounds the digitalization of the affairs management of discipline inspection and supervision institutions,and analyzes the implementation of digitalization and the digitalization of the affairs management of discipline inspection and supervision institutions in W City and C County;Secondly,it focuses on the difficulties and reasons faced by the digitalization of the affairs management of the discipline inspection and supervision authorities in C County of W City.It uses questionnaires to survey the satisfaction of 200 staff members of the discipline inspection authorities in this city on the issues related to the digitalization of affairs management,and studies and analyzes the results of the survey.Finally,it is concluded that the main difficulties of its digital affairs management are the weak digitalization ability of the discipline inspection organ and supervision department,the insufficient sharing of data and information resources of each unit,the imperfect information confidentiality and resource sharing system,and the lack of systematic guarantee for the implementation of digitalization work;Thirdly,the root causes of the above problems are analyzed.For example,the overall view is not high,the focus is insufficient,the awareness of digital service is poor,the awareness of digital management is insufficient,and the system construction is not sound;Finally,based on the root causes of various problems,corresponding solutions are given,such as enhancing understanding,making overall planning,constantly innovating the construction mode of discipline inspection and supervision system,improving the system,improving the system application,and improving the digital business management system.Through the research on the digitalization construction of the affairs of grass-roots supervision and supervision institutions,this paper can more effectively implement the extension from strict governance of the Party to the grass-roots level,and also make the affairs of grass-roots discipline inspection and supervision institutions more accurately and efficiently supervise and enforce discipline.At the same time,it can promote the digitalization construction reform of the affairs of grass-roots discipline inspection and supervision institutions across the country. |
