Research On The Implementation Of Inclusive Financial Policies To Guide County Commercial Banks To Support The Financing Development Of Small And Micro Enterprises

County commercial banks,as small and medium-sized banking financial institutions,have been the main force supporting agriculture and small banks.County commercial banks,rooted in county areas,have formed their own unique financing advantages in the long-term development,which are mainly manifested in three aspects: localization advantages,capital control advantages,and information acquisition advantages.These advantages make county banks often become important banks that the government cooperates with.County commercial banks have played an important role in the government’s promotion of inclusive financial policies..This paper studies the financing problems of small and micro enterprises from the perspective of county commercial banks,conducts research on how the government guides county commercial banks to provide precise financing support for small and micro enterprises,and proposes relevant countermeasures and suggestions through field investigation of several commercial banks in F district of Hangzhou.The thesis is divided into three parts.Firstly,a large number of books,papers and electronic materials on the support of small and micro enterprises by financial institutions at home and abroad,including research reports and theoretical works published in recent years in China,are collected as the basis for theoretical research.Second,by studying the policy evolution of inclusive finance to support small and micro enterprises,this paper summarizes the related policy contents and policy implementation effect of F District government of Hangzhou on inclusive finance to support small and micro enterprises financing,and establishes the analysis framework of Smith policy implementation process model.Thirdly,by analyzing the problems and reasons in the implementation of the financing policy of inclusive finance to support small and micro enterprises,this paper puts forward the optimization countermeasures to improve the financing of inclusive finance to support small and micro enterprises.This paper focuses on the optimization of public policies for the government to guide county commercial banks to support the financing development of small and micro enterprises,which has important practical significance for the financing of small and micro enterprises.
