Research On Rural Residential Environment Governance In D Town,shangdu County,Ulanqab City

The rural living environment governance is a major decision made by the CPC Central Committee,and improving the rural living environment is the fundamental requirement of the implementation of the rural revitalization strategy.To improve the human settlement environment in rural areas is the basic requirement to realize the rural revitalization strategy.The report to the 19th National Congress of the Communist Party of China put forward the basic requirement of thriving industries,ecological ecology,livable local customs,civilization and effective life.In 2018,the General Office of the Central Government and the General Office of the State Council formulated and introduced the Three-Year Action Plan for the Improvement of the Rural Habitat Environment,which has been clarified the tasks and objectives of rural living environment improvement.The Central Document No.1 of 2021 proposes to promote the improvement of rural habitat environment in accordance with the new goals and directions,and to successively improve the effect of this phase for five years.In 2022,the party’s 20^thannual report proposed to promote green development and continue to promote the improvement of urban and rural living environment.Under the call of the Party Central Committee,governments at all levels actively participate in the governance of rural living environment.With the introduction of China’s beautiful rural construction and living environment governance policy,the rural living environment has been improved on the whole,but there is still imbalance in the process of governance and so on,so it is imperative to improve the improvement effect of rural living environment.This thesis takes the D Town,Shangdu County,Ulanqab City as a research case,and adopts the overall idea of analyzing the current situation,approving the problems,analyzing the reasons,and putting forward the countermeasures and suggestions.Firstly,on the basis of domestic and foreign research,explain the current situation of human settlement environment governance in D town;Secondly,the questionnaire survey and interview method were used to find out a series of problems in the D town,such as village planning is highly arbitrary,rural infrastructure construction is relatively lagging behind,the enthusiasm of villagers to participate in governance is not high,serious problems rebound after rural living environment governance and analyze the causes.Finally,In combination with other parts of our country excellent living environment governance excellent experience and practice,on the basis of combining with the actual situation,think D town in the next residential environment management work should adhere to adjust measures to local conditions,make scientific planning,build multiple work new pattern,broaden the sources of funding combined with effective management,establish and improve the long-term governance mechanism,in order to achieve the purpose of effective management of living environment,and the other regional rural residential environment governance play a reference.
