| As China enters a new era and faces the threshold of social transformation,social conflicts and disputes have become increasingly complex and diverse.In order to promote the modernization of social governance,the Supreme Law proposes the goal of "two one-stop" construction,and promoting the construction of the "one-stop diversified dispute resolution" mechanism has become an important task in achieving the modernization of social governance.This study takes the "one-stop diversified dispute resolution" mechanism as the research object,and from the perspective of public management,comprehensively applies collaborative governance theory to analyze the "one-stop diversified dispute resolution" mechanism.Firstly,based on the theory of collaborative governance,the feasibility and rationality of the development and operation of the "one-stop diversified dispute resolution" mechanism are demonstrated from four aspects: the diversity of governance subjects,the collaboration of various subsystems,the coordination between self-organization,and the stability of order rules.Secondly,based on the collected 56 practical cases from various regions and on-site research conducted by one-stop diversified dispute resolution studios,the participation mechanism,operation mechanism,organizational mechanism,and guarantee mechanism of multiple participants in the "one-stop diversified dispute resolution" mechanism were realistically examined.It was found that the multiple participants in the "one-stop diversified dispute resolution" mechanism urgently needed collaboration,and the operation of the dispute resolution system was limited,and organizational interaction and coordination were hindered during the operation process Analyze the problem of low efficiency in dispute resolution activities from four dimensions: cognition,procedure,communication,and security.Finally,combining theory with practice,propose countermeasures and suggestions for optimizing the "one-stop diversified dispute resolution mechanism" from four aspects: subject collaboration,system collaboration,organizational collaboration,and rule collaboration.The "one-stop diversified dispute resolution" mechanism is an update and improvement of the previous "diversified dispute resolution" mechanism,playing an important role in promoting the modernization of the national governance system and capacity,improving the level of grassroots social governance,and resolving social conflicts and disputes.Urgent measures are needed to promote the construction of a "one-stop diversified dispute resolution" mechanism,promote the coordinated integration of dispute resolution resources,build a platform for diverse entities to participate in social governance,and promote the modernization of social governance in the new era. |
