A Study On The Integration Of Endogenous Resources And Embedded Resources From The Perspective Of Modernization Of Rural Governance

Resource element is the "meta problem" that affects rural governance.Under the background of modernization of rural governance,efficient utilization of rural governance resources is the premise and foundation of rural governance work.Rural governance resources can be divided into endogenous governance resources and embedded governance resources according to whether they have local nature.In recent years,a large number of scholars have found that the input of embedded governance resources can effectively compensate for the loss of endogenous governance resources in rural areas.However,due to the heterogeneity of rural areas and the decline of rural society,the one-way input of embedded governance resources will not only lead to resource dependence and resource dissipation in rural areas,but also do nothing to improve rural governance ability.According to the new endogenous development theory,only by giving full play to the role of endogenous governance resources in rural areas,and using embedded governance resources to realize the organic combination of the two,can rural governance ability be effectively improved.Therefore,how to make the endogenous governance resources and embedded governance resources in rural areas interact effectively is an urgent issue to be studied.In fact,the study of how to efficiently interact with rural endogenous resources and embedded resources is also a study of the integration of rural governance resources.Based on this,this paper takes the third batch of 38 typical cases of rural governance issued by the Central Agriculture Office,the Ministry of Agriculture and Rural Affairs and the National Rural Revitalization Administration as the data base,and analyzes the problems of fragmentation of integration resources,lack of integration platforms,misallocation of integration resource elements and disordered integration methods in the integration of rural governance resources.The reasons for these problems lie in the tension between endogenous resources and embedded resources,the difficulty of constructing integration platform,the imperfect integration mechanism and the internalization of grassroots governance.Aiming at the problems existing in the integration of resources in rural governance,this paper argues that a platform for the integration of governance resources should be built to implement fine technical governance,an integration mechanism should be constructed to promote the collaborative governance of multiple subjects,and rural governance resources should be reconstructed to cultivate the endogenous governance order in rural areas.There are five chapters in this paper.The first chapter is the introduction.It mainly expounds the background and significance of this research,reviews the relevant research results at home and abroad,and briefly introduces the key and difficult points,methods and ideas,as well as innovations and shortcomings of this paper.The second chapter is the concept definition and relationship analysis.This paper mainly defines the related concepts of rural governance modernization,endogenous resources and embedded resources,and expounds the correlation between rural governance modernization and rural governance resource integration.The third chapter mainly introduces the basic practice and main results of 38 typical cases of rural governance in the third batch of the country.By summarizing the practical results of typical cases of rural governance,it lays a good foundation for the problems,causes and paths of the integration of rural governance resources in the following article.Chapter four mainly analyzes and sorts out the problems faced in the integration of rural governance resources from the perspective of rural governance modernization,and finds out the corresponding reasons for the problems of resource integration.The fifth chapter mainly analyzes the path of promoting the integration of rural governance resources from the perspective of rural governance modernization.
