Study On The Current Situation And Countermeasures Of The Relocation Of The Poor Households In Linwei District Of Weinan City

Relocation is one of the important measures to win the battle against poverty in an all-round way in China,which can effectively solve the problem of one party living without water and soil in some poor areas.With the battle against poverty into the year of the end of the official,the relocation of the poor in the province is also fully completed.During the "Fifteen" period,249,300 families and 843,600 people in the province were relocated to other areas to help the poor.However,with the smooth move of the relocated people,problems such as "two-way running" and heavy living pressure have also been exposed in some relocated people’s settlements and their original places of residence,in order for the relocated people to truly realize the overall goal of "moving out,being stable,becoming rich and being integrated",the author combines his own work practice,in order to find out the problems in the follow-up development of the relocated people,analyze the reasons and put forward the feasible countermeasures and suggestions,this paper studies the living situation of the relocated households in 4 relocated residential areas in Linwei district of Weinan city.On the basis of the relevant research results at home and abroad,this study is based on the theories of population migration,sustainable development and social adaptation,the questionnaire was designed from the aspects of livelihood capital,community integration,willingness of migrant workers,industrial poverty alleviation and policy satisfaction,and designed the interview outline for the Industry Departments,community management staff and so on related to the relocation work to help the poor in the inhospitable areas of Linwei District,a questionnaire survey was conducted among 373 residents of 4 ex-situ Poverty Alleviation and resettlement communities in Xiangyang Community,sunshine community,Yulu community and Shuangchuangjiayuan community in Linwei district of Weinan city by scientific sampling method,and conducted systematic interviews with 10 staff members of relevant units in Linwei district,to understand the production and living conditions,housing satisfaction,social environment satisfaction,community participation,integration and the difficulties in the process of policy implementation.Through the systematic analysis of the questionnaire and interview results,it is found that the relocated households still have the problems of high cost of living,difficulties in their own industry development and employment instability,which affect the sustainable development of the relocated households,and from the point of improving the level of community public services,optimizing the livelihood structure of the relocated masses,strengthening industrial employment to help the poor,vigorously developing social policies and other aspects,put forward targeted countermeasures and suggestions,we will improve the ability of relocated households to achieve sustainable development and help them achieve stable employment,stable income growth and stable poverty alleviation.The paper provides a practical case for Linwei District and the whole province to solve the development problem of relocated households.
