Research On The Difficulties In Implementation Of Targeted Poverty Alleviation Policy From The Perspective Of Smith Mode

Poverty has always been a worldwide problem.With the joint efforts of governments at all levels and all the people,China has achieved a comprehensive victory in the fight against poverty in 2020 and completed the arduous task of eradicating absolute poverty.In order to ensure that poor households will not return to poverty after getting rid of poverty,the country has implemented the strategic deployment of "poverty alleviation without getting rid of policy" in the transition period of effective connection between poverty alleviation and rural revitalization.In this process,various regions have accumulated rich experience,which is of great significance for the next stage of rural work.In this context,taking the implementation of the targeted poverty alleviation policy in Dianzi Town,Pingdu City,Shandong Province as the research object,this paper analyzes the problems and reasons in the implementation of the targeted poverty alleviation policy in Dianzi Town,sums up the successful experience and shortcomings,and provides a reference for promoting the comprehensive revitalization of rural society in the next stage and promoting the common prosperity of all people.Taking the implementation process of targeted poverty alleviation policy in Dianzi Town,Pingdu City,Shandong Province as a research case,the first-hand data of targeted poverty alleviation in Dianzi Town was collected through questionnaires and interviews at that time,and with the help of the theory of Smith Model,the successful experience,problems and causes of the implementation process of targeted poverty alleviation policy in Dianzi Town were deeply studied from the perspective of idealized policies,policy implementation agencies,policy target groups and policy implementation environment.The study found that Dianzi Town has many problems in the implementation of targeted poverty alleviation policy,such as the large gap between the policy implementation effect and the expectation,the uneven ability of the policy implementation personnel,the low participation of the policy implementation target group and the obstacles in the system environment of the policy implementation.In this regard,based on the theory of Smith model and combined with the actual situation of Dianzi Town,countermeasures are proposed to optimize the implementation of targeted poverty alleviation policy in Dianzi Town.First,through the scientific and democratic policy formulation process,we can ensure that the targeted poverty alleviation policy is forward-looking,so as to improve the targeted poverty alleviation policy suitable for Dianzi Town.The second is to strengthen the construction of the targeted poverty alleviation team in Dianzi Town and concentrate the targeted poverty alleviation policy resources to ensure the smooth implementation of the targeted poverty alleviation policy.The third is to improve the enthusiasm of poor households to participate in targeted poverty alleviation projects by helping them in pairs and helping them to establish endogenous impetus to lift themselves out of poverty.Fourth,optimize the local economic,cultural and social environment of Dianzi Town,and escort the implementation of targeted poverty alleviation policies in Dianzi Town.
