Study On The Choice Of Contracts Mode Of Rural Latrine Improvement Project

With the implementation of the rural revitalization strategy,China has begun to attach importance to the improvement of rural living environment.As an important part of the improvement of rural living environment,rural toilet improvement is of great significance to improve the quality of life of farmers.At present,China ’s rural latrine improvement project is in the stage of overcoming difficulties,lack of construction experience,and there are phenomena such as non-combination of construction and management,mixed use of contracting models,and unreasonable selection,which lead to problems such as substandard engineering quality and inconvenient manure cleaning in the later operation stage.The phenomenon of farmers abandoning toilets often occurs,resulting in a waste of national resources.In summary,the choice of project contracting mode will greatly affect the implementation effect of rural toilet improvement project,but at present,there are few studies on the contracting mode of rural toilet improvement project in academic circles.Therefore,how to scientifically select the contracting mode suitable for rural toilet improvement project has important research significance.Shaanxi Province is an important province in the northwest region.With the implementation of rural living environment improvement actions,rural toilet improvement has achieved remarkable results.However,field research has found that the problem of misuse and mixing of project contracting modes is still prominent,which seriously hinders the construction of rural toilet improvement projects in Shaanxi Province.Therefore,this study selects Shaanxi Province as the research object to study the selection of contracting modes for rural toilet improvement projects in Shaanxi Province.Firstly,this paper matches the types of rural toilet improvement projects in Shaanxi Province,and combines the characteristics and application scope of the project contracting mode to clarify the scope of the contracting mode suitable for rural toilet improvement projects.Secondly,based on literature analysis,policy interview documents and case data,the grounded theory is used to identify the selection index of the contract mode of rural toilet improvement project,and the index is optimized and screened by factor analysis method.Finally,the rural toilet improvement project contract mode selection index system including 7 first-level indicators and 28second-level indicators is established.On the basis of the establishment of the index system,the interpretative structural model(ISM)is used to divide the indicators into surface indicators,middle indicators and deep indicators.The deep indicators are the fundamental indicators that affect the selection of the contract mode of the rural toilet project.Finally,based on the factor analysis method and the improved TOPSIS method,this paper establishes a ’ two-step ’ rural toilet improvement project contracting mode selection model.The first step is to construct an index weighting model and use the factor analysis method to determine the weight of each index.The second step is to establish a multi-attribute decision-making model based on improved TOPSIS.On the basis of the model establishment,the map of contract mode selection of rural toilet improvement project in Shaanxi Province was drawn.Taking the rural toilet improvement project in a county of Shaanxi Province as an example,this paper adopts the ’two-step’ rural toilet improvement project contracting mode selection model,and determines that the contracting mode of the rural toilet improvement project adopts the E+P+C mode,and compares it with the actual information of the project to verify the accuracy of the model and the reliability of the contracting mode map of the rural toilet improvement project in Shaanxi Province.It provides a theoretical reference for rural toilet improvement projects,and provides an effective method for the future construction of rural toilet improvement projects in Shaanxi Province.
