Research On The Holistic Smart Government And Its Construction

The governance model is not static,it will be constantly adjusted,changed and innovated in response to the development of the times and environmental changes.At present,human society is accelerating into the digital era,and digital technologies such as big data,artificial intelligence,and blockchain are advancing by leaps and bounds,bringing unprecedented historical opportunities for the innovation of government governance models.In this context,the Chinese government has actively embraced new technological changes and actively used digital technology to innovate government governance models,and local government innovation practices such as "running at most once","not running once",and "unified management of one network" are constantly emerging.Examining these innovative practices from the perspective of government governance theory,it can be found that a government governance model that relies on digital technology and integrates the concepts of holism,collaborative thinking and smartholistic intelligent governance government-is becoming the development trend of government governance model innovation in the digital era.This paper mainly adopts the literature research method,comparative research method,and normative research method to study the connotation and characteristics of the overall smart governance government,the theoretical basis and practical basis of the construction of the holistic smart governance government,the influencing factors,and the promotion path.The results show that the holistic smart governance of government is a new government governance model born in the digital era,which has the characteristics of initiative,collaboration,intelligence and reflection.The theory of service-oriented government,the theory of holistic governance and the theory of smart governance constitute the theoretical basis for the construction of holistic smart government.Building an holistic smart governance government is an objective need to adapt to the governance of a risky society,an inherent requirement for improving the efficiency of government governance,and an important measure to optimize the public’s work experience.Topdown leadership attaches importance to the progress of digital technology to provide basic conditions for the construction of the holistic smart governance government,at the same time,insufficient theoretical preparation,departmentalism,the holistic smart governance system is not perfect,and the negative impact of digital technology will restrict the construction of the holistic smart governance government.The construction of an holistic smart governance government can be carried out from the aspects of strengthening the theoretical research on the holistic smart governance government,establishing the peoplecentered concept of overall intelligent governance,improving the institutional system of holistic smart governance,optimizing the supporting role of digital technology,and strengthening the construction of active civil servants.
