| With the acceleration of urbanization,more families choose to work in cities or do business in order to increase their family’s economic income,but their children have to live in rural areas with other family members due to the factors such as consumption levels and household registration systems,which makes the left-behind children in rural areas still high.Correspondingly,the supervision of the left-behind children in rural areas by government departments is becoming more and more standardized,especially for children and families in need.It is basically possible to achieve "two guarantees and three guarantees" according to the standard of poverty alleviation.On the basis of ensuring the basic life of left-behind children in rural areas,a more comprehensive and systematic study of the problems existing in the management of left-behind children in rural areas by township governments is of great significance to better focus on and care for left-behind children in rural areas.Based on polycentric governance theory,collaborative governance theory and responsible government theory,this paper takes the rural left-behind children in Zhengdian town as a case study to find problems,find reasons and propose solutions from the perspective of the government.First of all,this paper analyzes the management status of rural left-behind children in Zhengdian town,and determines that the scope of government management includes five aspects: life security,learning and education,life safety,interest cultivation and emotional care.Then,by using the methods of interview and questionnaire,a large number of interviews and surveys were conducted among township government staff,village cadres,guardians of left behind children and the masses.The problems in five aspects of life security,learning and education,life safety,interest cultivation and emotional care of left-behind children in Zhengdian town were found,this paper sums up six problems existing in the management of left-behind children in rural areas of Zhengdian Town,and explores the reasons.It also sums up the reasons for the lack of policy guarantee,the lack of management importance,the limited source of funds,the lack of institutional cooperation and the weak construction of volunteer service team.Finally,based on the analysis and reference of the advanced management practices of rural left behind children in Hubei Province,such as "Jiangling mode","Yunmeng mode" and "highlighting safety protection mode" in Fujian Province,this paper puts forward some suggestions on the management of rural left-behind children in Zhengdian Town,such as broadening the supply of relevant government policies,improving the management mechanism of left-behind children,ensuring effective capital investment,improving the management system of left-behind children,and improving the management system of left-behind children It is suggested to strengthen the close cooperation with other institutions and strengthen the construction of volunteer service team.Ensuring the healthy growth of left-behind children in rural areas is the common responsibility of the government,schools,families,and society.The government has a guiding role in schools,families,and society.As a public assistant of a township government,having been more involved in the management of rural left-behind children,can obtain real first-hand information which is of great practical significance for improving the writing of the thesis.Based on the perspective of the township government,we have researched the current situation of left-behind children in rural areas,and found the problems of left-behind children in rural areas through interviews and questionnaires.By interviewing with staff,left-behind child guardians,and cadres of the two village committees,consulting the data and summing up the domestic best practices,we summarized suggestions for optimizing the supervision of left-behind children in rural areas,which has effectively mobilized the strength 、 funding and assistance of social and community. |
