In the new era,on a new journey,under the severe situation at home and abroad,our Party is facing a long-term and complex test,which is both an opportunity and a challenge for the CPC.The inspection and supervision team of discipline is undertaking the severe task of strengthening our Party construction,driving our country to comprehensively govern the party strictly,responsibility arduous but great.In order to meet new challenges and tasks,China’s supervision system has been constantly reformed and innovated.It has not only increased the number of inspection bodies,set up a supervision commission,but also carried out a comprehensive and covering reform of sending cadres to work for discipline inspection and supervision.With the further development of our cadre of discipline inspection and supervision,on the one hand,it is conducive to its better performance of the supervision function,on the other hand,it makes higher requirements for its cadre construction.Therefore,discipline inspection and supervision institutions must strengthen the construction of their own cadres,so as to improve the ability to comprehensively and strictly govern the Party,to create a clean political ecology,to escort the social and economic harmonious development of our country.In this paper,literature method,observation method,case analysis method and interview method are adopted to conduct multi-dimensional exploration and analysis of discipline inspection and supervision organs in T District of Yancheng City,including the establishment of organs,personnel profiles,relevant training,incentive guarantee system and supervision and management status quo.In the process of studying the construction of its cadre team,there are a series of problems,such as weak political ideology of relevant cadres,incomplete team allocation,professional competence and quality of cadres to be improved,and unsatisfactory internal education and training effect.The author takes competency theory and two-factor theory as the theoretical guidance,mainly from four aspects: cadre selection mechanism,education and training mechanism,incentive guarantee system and internal and external supervision mechanism.As for the innovative points of this paper,first,it is the innovative research perspective.The author focuses on the township discipline inspection and supervision organizations around the most grassroots people,and collects and studies the real data around them.The second is to innovate research methods,using a variety of research methods,such as investigation and interview,to analyze and explore the problems of the cadre team construction of grassroots discipline inspection and supervision organs;The third is to combine their own practical work,locate the specific problems encountered in the work,combine theory with practice and put forward operable countermeasures and suggestions.The particularity and complexity of Chinese national conditions determine the uniqueness of the inspection and supervision system of discipline in our country.Because foreign reference related literature about the construction of the cadre team of discipline and supervision system is few,the experience of the construction of cadre team of discipline and supervision system is very few.Therefore,in the process of writing,the author collected and sorted out the relevant practices of supervisory organs across the country in the aspects of cadre appointment,education and training,incentive guarantee system and supervision mechanism.In view of this,the author proposed relevant countermeasures and suggestions to optimize the construction of discipline inspection cadre team in Yancheng T District,including: Standardize the cadre access mechanism,optimize the cadre team structure,establish and improve the incentive mechanism,strengthen the cadre related education and training;The research on the internal and external supervision mechanisms of the discipline inspection and supervision system in T District of Yancheng City has certain reference value for promoting the scientific and professional development of the discipline inspection and supervision work in T District. |
