Study On The Strategy Of Rural Human Resource Construction In Suburban Area Under The Background Of Rural Revitalization

The report of the National Congress of the Communist Party of China clearly sets forward the general requirements for implementing the process of rural revitalization,the formulation and improvement of the overall development process and policy approach to wildlife,and the pace of modernization of agriculture and rural areas.Expanding rural development human resources,especially the suburban rural areas,is an important part of the coherence of agriculture and water management is also a key factor in village revival.Along with agricultural development,the development of various sectors,from rural to rural to rural,has entered an era of wetlands.the situation of being restricted by talents is more significant,the flow of talents is more uncertain,so,facing the more complex and diversified social structure in the new era,it is necessary to conduct a thorough study on the construction of suburban human resources.This article summarizes concepts related to human resources,rural human resources and human resource development and incorporates the meaning and needs of a rural regeneration strategy based on the principles of energy development and talent cultivation theory and summarizes the theoretical foundations of rural human resource development around the zone urban area in the context of rural areas surrounding urban areas as an object of innovation research.According to this theory,Nanzhang Street in Jining City by means of literature analysis,hierarchical analysis,interviews and questionnaires,the experts are invited to select eleven indicators to construct the evaluation index system of suburban rural human resources construction,and to use The process of decentralization of human resources analysis is based on the significance of symptoms,in-depth weighing and research,and the analysis of the trajectory of each manifestation of the implementation of rural revitalization strategies.By sorting out the research results of human resources construction strategies in Nanzhang Street,combined with the requirements of rural revitalization and the theoretical basis mentioned above,it is concluded that suburban rural areas under the background of rural revitalization have the characteristics of large total amount,high quality,relatively diversified subjects and wide sources of human resources in the development of human resources for rural renewal,on the other hand,is gradually becoming important in order to promote rural capacity and contribute to the implementation of rural staff policies.On the other hand,it attaches importance to the development of education.The growing popularity of education and its growing importance for equality in education provide benefits and conditions for future awareness of fundamental strategies in human resource development.Finally,in view of the unreasonable allocation of human resources structure,low overall skill level,loss of local human resources,difficulty in introducing talents,and imperfect human resource management system,solutions can be sought by cultivating new professional farmers,innovating skills training courses,establishing a development mechanism combining "training" and "introduction" and building a human resource management system in multiple ways.
