Higher education has always been highly valued by the government and is an important basis for measuring the level of national education development.Compared with developed Western countries,the development of higher education in our country started relatively late,but it has developed rapidly.After a very tortuous process,the total volume of education has reached the world’s first level,and the momentum of progress is rapid.The 18 th and 19 th National Congresses of the Communist Party of China have also pointed out the importance of developing Socialism with Chinese characteristics education for many times,and the construction and development of China’s higher education has risen to an unprecedented historical height.In 2015,the country issued the Overall Plan for Overall Promoting the Construction of World class Universities and First class Disciplines(hereinafter referred to as the "Plan").In 2017,the country also issued the Implementation Measures for Overall Promoting the Construction of Double First Class University Plan(provisional).The Plan clearly defined that the construction of higher education should adhere to the discipline based,first-class as the goal,and reform the development plan of higher education in the new era,Further promote the construction of world-class universities and disciplines in China.China’s "double first-class" construction plan is a major strategic decision to support the construction and development of higher education.By establishing a reasonable performance appraisal mechanism,it can give full play to the role of performance constraints and incentives,so that colleges and universities can better combine their own reality to carry out their own construction,provide a broader competition platform for different colleges and universities,and further promote the fairness and rationality of university competition.With the continuous increase in investment in "Double First Class" construction projects,how to effectively utilize financial special funds and maximize the benefits of effective resources are important issues faced in the project construction process.It is imperative to conduct personalized performance evaluation based on project construction objectives and management needs.In 2016,D Province launched the "Double First Class" construction project for universities.This article is based on the special funds for the "Double First Class" construction project in D Province,with various universities and disciplines within the project plan as performance evaluation objects.It attempts to use the special funds as a starting point to discover the shortcomings in performance management during the process of "Double First Class" construction in universities,in order to further promote the effective allocation of resources for the construction of first-class universities and first-class disciplines,and achieve more reasonable performance management.After in-depth exploration and analysis of the concepts of special funds,"Double First Class" construction projects,and "Double First Class" construction projects,as well as performance evaluation,the project initiation and implementation,budget allocation,and performance target setting of the "Double First Class" construction projects in D Province were analyzed one by one,clarifying the purpose,object,principle,and evaluation method of performance evaluation,Select suitable indicators to build a project specific performance evaluation system that includes 27 detailed indicators.By collecting data from 18 higher education institutions and 49 disciplines in D Province in 2020,the project involved institutions and disciplines were evaluated one by one,and analysis was conducted from four aspects: decision-making,process,output,and benefits.The evaluation content covered the entire process of project construction.Then,based on the performance evaluation scores of various universities and disciplines,explore the scoring points and missing items one by one,and propose corresponding opinions and suggestions from three aspects: policy design,performance management,and financial management,in order to provide solutions to the problems that arise during the construction process of the "Double First Class" project in D Province and other provinces,and provide reference opinions for the next stage of project construction.
