Research On The Participation Of Wuhan Civil Air Defense In Urban Emergency Management

In 2018,the State Council carried out the eighth institutional reform and established the national emergency management department.This shows that China’s urban emergency management is developing towards a more unified and comprehensive direction.The civil air defense department is a force that can not be ignored in urban emergency management.Due to the characteristics of its paramilitary units,it has not been paid attention to by the society for a long time.As a result,a large number of emergency resources and talent teams that provide air defense attack preparation in wartime and emergency rescue in peacetime have not played their role in urban emergency,and resources and equipment are idle.This is not conducive to the construction and development of civil air defense,nor is it conducive to the orderly promotion of urban comprehensive emergency management system.This thesis takes the present situation of Wuhan civil air defense participating in urban emergency management as the research object,based on the division theory of emergency management process,synergetics theory and holistic governance theory,and using the research methods of literature research and qualitative analysis,through analyzing the problems encountered by Wuhan civil air defense participating in urban comprehensive emergency management The laws and regulations for civil air defense departments to participate in emergency management are not perfect,the actual participation rate of civil air defense resources is not high,and the construction of civil air defense professional teams is not suitable for urban emergency needs.The countermeasures and suggestions are proposed to strengthen the top-level design of civil air defense participation in urban emergency management,improve the capacity of civil air defense disaster prevention and relief support,and improve the joint operation level of civil air defense professional teams in emergency rescue.This thesis aims to provide a reference mechanism for departments with urban emergency management functions by focusing on the "point" experience of civil air defense departments participating in urban emergency management,and provide a perfect idea for the ongoing urban comprehensive emergency management system.
