Research On The Standardization Of Administrative Law Enforcement Of Traffic Police In Dangyang City,Hubei Province

With the rapid development of China’s economy and the implementation of the strategy of following the rule of law,the quality of the general public has been improving,and the awareness of the rule of law has also been increasing.The implementation of the Village Access Project has optimised the road access environment,making it increasingly convenient for the people to travel and for more people to buy cars,motorbikes and tricycles,and the number of motor vehicles is growing,along with the accompanying enforcement activities of the traffic police.Because of the universality of traffic police enforcement and the face-to-face nature with the people,the slightest irregularity in the enforcement activities of traffic police departments may lead to public debate,and how to regulate the enforcement activities of traffic police has become an urgent problem to be solved by government departments at all levels,so it is necessary to study the standardisation of traffic police administrative enforcement.This article takes the construction of the standardized administrative law enforcement of traffic police in Dangyang City,a county-level city in Yichang City,Hubei Province,as the research object,adopts the literature reading method,case study method and questionnaire survey method,analyzes the background and significance of the research,carefully summarizes the previous research results,analyzes the problems and causes of the construction of the standardized administrative law enforcement of traffic police in Dangyang City,and puts forward corresponding countermeasures and suggestions according to local conditions.The article firstly gives an overview of the standardization of administrative law enforcement in public security organs,and summarizes the relevant concepts and theories.Secondly,combined with a questionnaire survey on the citizens of Dangyang City and the civilian police of Dangyang City Traffic Police Brigade,an in-depth study was conducted on the current situation of the standardization of administrative law enforcement of Dangyang City Traffic Police,the existing problems and the causes of the problems.The second problem is that the law enforcement process emphasizes entities rather than procedures,and there are problems such as insufficient awareness of evidence and procedures and excessive discretionary power;the third problem is that the quantification of tasks is not scientific;the fourth problem is that the law enforcement guarantee cannot keep up,and the fifth problem is that the supervision of law enforcement is ineffective.In response to the above-mentioned problems,the following deep-seated reasons for the problems were identified: firstly,there is a deviation in the concept of law enforcement among the civilian police,which is reflected in the lack of awareness,awareness and law enforcement ability,the instability of the auxiliary police force and the lack of police strength;secondly,there is a lack of clear regulations and guidelines;thirdly,the assessment mechanism is not scientific;fourthly,the law enforcement guarantee does not pay enough attention and is not sufficiently invested;and fifthly,the supervision mechanism is not sound.Fifth,the supervision mechanism is not sound.Finally,on this basis,the article puts forward suggestions for the standardized construction of administrative law enforcement of Dangyang traffic police: firstly,to change the concept of law enforcement and enhance the quality and ability;secondly,to strengthen the system construction and implement accountability;thirdly,to innovate the form of assessment and help the construction of law enforcement;fourthly,to improve the case handling mechanism and strengthen supervision and management;fifthly,to improve law enforcement protection and consolidate law enforcement safety.I hope to be able to provide some useful thinking and reference for the standardized construction of administrative law enforcement for the traffic police in Dangyang City,so as to create a better travel environment for the people.
