Research On The Problem And Countermeasures Of State-Owned Commercial Banks Performing In Public Service Funtion

Since the 18 th CPC National Congress and the Second Plenary Session of the 18 th CPC Central Committee,Chinese government agencies have gradualy increased their function transformation and reform,and the public service function of state-owned enterprises has also been gradually strengthened.As the key state-owned enterprises in the economic and financial field of China,state-owned commercial bank plays a core role in the stable operation of national economy.Besides guaranteeing the normal development of social economy,convenient financial service circulation,we need to think and transform how to better perform the function of public service.This transformation not only has important practical significance for the market-oriented expansion of public management functions after the reform of government institutions,but also can become a template for the rational use of market economic resources,which will be further expanded and promoted in the future economic and social construction and development.This paper takes the performance status of public service functions of Suining Suizhou Sub-branch of Agricultural Bank of China as the research object.The first step is to sort out the domestic and foreign research results on the topics of "public service of commercial bank","publicity of financial system" and "social responsibility of commercial bank",and then explain the relevant concepts and determine the theoretical basis of the research.Also use "literature research","field survey method" of the agricultural bank of China in suining hence state branch the present conditions of the public service functions to perform statistical analysis,combined with state-owned commercial Banks "financial service function","service function of public policy",and functions of "social responsibility" corresponding to explore suining hence state of agricultural bank of China branch performance of the existing problems of the public service functions.The main reasons are unclear understanding of public service function,imperfect development of public service system,lack of public service supervision mechanism and so on.According to this,it puts forward to speed up model innovation and consolidate the function of financial services.Optimize resource allocation and deepen policy service function;Enhancing awareness of responsibility and expanding social responsibility functions;Establish the assessment system,strengthen the public service supervision and other countermeasures and suggestions.Based on the core of the new public management theory and the new public service theory,this paper establishes the basic framework of the paper and investigates the current situation of the performance of public service functions of Suining Suizhou Branch of Agricultural Bank of China.This paper tries to provide pilot experience for state-owned commercial bank to better perform their public service functions.
