Research On The Dilemma And Collaborative Governance Of The Transfer Of Homestead Use Rights From The Perspective Of Multiple Subjects

The process of urbanization and urban-rural integration is accelerating in recent years.on the one hand,the idle rate of homestead is increasing;on the other hand,the demand for land in economic development is becoming more and more vigorous,and the voice of homestead marketization has become increasingly strong.The circulation of homestead has become a major trend today.Various measures simultaneously implement homestead reform in China.They vigorously promoted the pilot reform of residential land through“the separation of three rights”,the paid use,the voluntary withdrawal and the idle use.Under the new situation,how to guide the flow of homestead to a benign and sustainable direction has become the new goal of homestead reform.In this study,Xichang City is taken as the research object,through the "survey questionnaire,interview questions,case collection" and other ways to carry out a survey of Xichang City homestead use right circulation.First of all,through consulting and collecting relevant data,the institutional changes of the use of homestead in Xichang,the current situation of the transfer of homestead use rights in Xichang City was analyzed through a questionnaire.And the results of the pilot case of homestead use right transfer in Xichang city are summarized.Then,through the collation of survey questionnaires,interview questions,and case materials,analyzed the institutional and management difficulties encountered in the process of promoting the circulation of the right to use residential land in Xichang City.Then it is pointed out that the root of the dilemma lies in the lack of correct positioning of the individual pursuit and collective goal of the participants,and the participants have no unified understanding of the power structure and governance objectives of the transfer of the right to use the homestead.With the theory of multi-center governance and collaborative governance as the theoretical basis,the governance objectives of grassroots government,village-level organizations,villagers and social organizations in the process of homestead use right transfer are analyzed,and SFIC model is introduced to construct the collaborative governance model of the transfer of homestead use right.Based on the above research,put forward to improve Xichang City residential land use right circulation effect of collaborative governance measures.These measures include: first,expand the power and empowerment,share resources,and build a trust communication mechanism.Second,clarify the rights and responsibilities of the participants,and establish a benign interactive relationship between multiple subjects.Third,improve the laws and regulations of homestead and innovate the homestead management system.Fourth,improve the organizational system and build a collaborative governance mechanism.Finally,We need do a good job of evaluation and feedback,and improve the supervision and accountability mechanism.
