| The fundamental purpose of the reform of the homestead system is to give farmers fuller property rights and interests,so that farmers can share more of the reform dividends.However,in practice,farmers usually face prominent problems such as unreasonable distribution ratio,weak ability to protect rights,and infringement of property rights and interests when participating in the sharing of income from homestead withdrawal.Therefore,clarifying the mechanism of farmers’ implementation of homestead property rights and its impact on withdrawal income is of great significance to effectively protect the property rights and interests of farmers in homesteads and deepen the effectiveness of the reform of the homestead system.In view of this,starting from the classical theoretical hypothesis of property rights economics that "property rights structure determine the income distribution structure",this study constructs a theoretical analysis framework of "property rights structure-right implementation-income distribution",clarifies the connotation and measurement of the intensity of the implementation of farmers’ homestead property rights from the perspective of farmers’ implementation of homestead property rights,analyzes the internal logical relationship between the implementation of farmers’ homestead property rights and their exit income,and combines the field survey data of farmers in Jinzhai,Jiangxi,Jiangxi and Yicheng,Hubei.Empirical research explores the influence of the intensity of the implementation of farmers’ homestead property rights on their exit income.The following main conclusions were drawn:(1)The intensity of the implementation of homestead property rights of farmers in the survey area was generally not high,the average value was only 0.457,and the difference between farmers was large,the maximum value was 0.913,the minimum value was 0.058,and the difference was particularly significant in different research areas,different types of rural areas,different exit modes,and different types of farmers.From the perspective of different research areas,Jinzhai> Yicheng > Yujiang;From the perspective of different types of rural areas,the suburban pure rural areas> the remote suburban resource villages> the suburban rural areas;From the perspective of different exit types,off-site displacement > complete exit > partial exit;From the perspective of different types of farmers,non-farm households > pure farmers> and farmers.(2)In general,increasing the intensity of the implementation of property rights of farmers’ homesteads can significantly increase their exit income,but there is a nonlinear relationship in its impact,among which there is a triple threshold effect.When the intensity of the implementation of property rights of farmer homesteads is [0,0.323],it has a inhibitory effect.At(0.323,0.645],the effect did not pass the significance test;At(0.645,1],it has a promoting effect.(3)The impact of the intensity of the implementation of farmers’ homestead property rights on their exit income was significantly heterogeneous.In different types of rural areas,the influence of suburban rural areas and remote resource villages was positive,and the effect coefficient of suburban rural areas was greater,while the pure rural areas in the remote suburbs were not significant.In different exit modes,partial exit and full exit mode have the same positive effect,but the offsite displacement mode is not significant.Under different types of farmers,the influence of non-farm households and pure farmers was significantly positive,and the effect coefficient of non-farmers was much higher than that of pure farmers,but not of concurrent farmers.Based on the above conclusions,this paper makes the following suggestions:(1)Deeply promoting the reform of the homestead system and increasing the property income of farmers should not only be limited to the institutional arrangements at the level of defining homestead property rights,but also pay more attention to encouraging farmers to implement homestead property rights.On the one hand,it is necessary to further clarify the structure of homestead property rights from the institutional perspective,clarify the homestead rights bundle,and reduce the public domain of property rights;On the other hand,it is more necessary to strengthen the implementation mechanism of farmers’ homestead property rights,plan the construction of the participation system for farmers’ homestead withdrawal from a systematic and whole-process perspective,and build a whole-process participation mechanism before,during and after the implementation of farmer’s homestead withdrawal from property rights.At the same time,in order to give full play to the positive effect of the intensity of the implementation of homestead property rights of farmers on their exit income,local governments or village collectives at all levels also need to strive to manifest the property attributes of homesteads and enhance the economic value of homesteads.(2)Adapt measures to local conditions and situation,respect objective differences,and adopt targeted homestead exit policy optimization strategies.Adhere to the principle of adapting measures to local conditions,promoting by category,and implementing precise policies,and adopt differentiated policy arrangements for different types of rural areas,different exit modes and different types of farmers,so as to maximize the performance of homestead exit policies. |
