Deputies to the People’s Congress,who come from the people and represent the people,are the backbone of the system of people’s congresses and an important driving force in the realisation and development of people’s democracy in its entirety.The General Secretary Xi Jinping pointed out that,the new situation and new tasks put forward new and higher requirements for the work of the NPC.In the new era of comprehensive implementation of rural revitalization,high-quality development requires a higher level of governance,the full play of the role of Deputies to the Township People’s Congress is the key path to promote the modernization of the grassroots governance system and practice the whole process of people’s democracy.The study of the issue of township people’s congress representatives performing their duties is to promote the construction of the township people’s congress representative system,better play the role of township people’s congress representatives,and is of great significance in further enhancing the construction of the grassroots democratic field in townships,promoting the modernization of grassroots governance in the new era,strengthening the construction of the governance capacity of grassroots power,and continuously improving the grassroots governance system and governance capacity.Based on the competency theory and the two-factor theory,this paper takes the deputies of the People’s Congress of S town as the research object and uses the case study method and interview survey method to study the performance of the deputies of S town.The study found that the main problems in the performance of the S town deputies are: firstly,they are not active in considering reports,secondly,the quality of the proposals put forward is not high,thirdly,they are not in close contact with their constituents,fourthly,the effect of their performance activities is not significant,and fifthly,the liaison station of the deputies has not fully played its role.Inquiring into the reasons for these problems,the study found that the reasons at the institutional level are: firstly,the atmosphere for performing duties is not good,secondly,the training system for performing duties is not clear enough,thirdly,the supervision mechanism for performing duties is not perfect,fourthly,the incentive mechanism for performing duties is missing,and fifthly,the working conditions are not sufficiently equipped;at the individual level,the reasons are: firstly,the basic knowledge and political theory level is not high,secondly,the logical thinking and expression ability is not enough,thirdly,the enthusiasm and initiative for performing duties is not enough,fourthly,the awareness for performing duties is not strong,and fifthly,the understanding of the representative liaison station is not clear.Based on the above,the following countermeasures and suggestions are proposed to improve the performance of S town deputies: firstly,to create a good atmosphere for the performance of their duties;secondly,to optimize the training system for the performance of their duties and enhance their ability to perform their duties;thirdly,to improve the supervision and restraint mechanism for the performance of deputies’ duties;fourthly,to explore the establishment of an incentive mechanism for the performance of deputies’ duties;fifthly,to optimize the working mechanism of deputies’ offices and to smooth the channels for the performance of their duties.
