Research On Resilience Construction Of Transitional Community From The Perspective Of Collaborative Governance

With the accelerating process of globalization and the increasing social risk coefficient,public safety has become an important issue faced by cities all over the world,while transitional communities are emerging in the context of rapid urbanization,because of their dual characteristics of rural and urban communities,they often face more complex governance problems than rural or urban communities.Facing the public crisis challenge of the risk society,how to construct the cooperative emergency management mechanism to promote the community resilience is an important subject in the grass-roots governance practice in the urbanization process of our country.To explore the optimal path for improving the resilience of transitional communities,we conducted a case study on the H community in Wuhan through questionnaires and interviews,from the perspective of resilience governance theory and collaborative governance theory.It is found that there are some problems in the H community,such as the lack of resilience in the cooperative environment,the lack of resilience in the cooperative subject and the failure of the cooperative mechanism,it also traces the causes from three aspects: the immature condition of the cooperative environmental governance,the imperfect governance pattern of the cooperative subject and the abnormal interactive order of cooperative mechanism.Finally,the following countermeasures are put forward:To improve the condition of collaborative environmental governance,we should strengthen the infrastructure construction and expand the fund channel,strengthen the resilience system design,and improve the fault-tolerant and error-correcting system.To build a multi-cooperative governance pattern,we should strengthen the function of the two committees of the community,smooth the channels for social organizations to participate,shape residents’ cultural identity,and strengthen community risk education.To reinvent the mechanism of community synergy,it is necessary to innovate the concept of crisis management,optimize the mechanism of risk learning,cultivate endogenous energy,improve the efficiency of multi-element synergy,and integrate digital governance to promote technology-enabled intelligent governance.Through the above measures to improve the resilience of the transformation of communities and to achieve a high level of governance to provide an effective reference.
