Research On Community Intelligent Policing Construction From The Perspective Of Collaborative Governance

Community security is the first gateway of grass-roots public security and crime prevention,and is the most sensitive and complex element.Community smart policing empowers the work of grass-roots public security organs in the form of technical governance,but it also brings a series of collaborative problems such as data sharing,system connectivity,and so on.It is urgent to strengthen the construction of community smart policing collaborative governance capacity.Accordingly,this paper focuses on the collaborative construction of community smart policing in Songjiang District,Shanghai,and explores the governance path of community policing construction in which multiple entities in the grass-roots community participate together,which has certain theoretical reference value and practical significance for promoting the collaborative and intelligent work at the grass-roots level.This paper takes the theory of collaborative governance as the theoretical perspective,constructs an analytical framework from the dimensions of organization,system,data and technology,and comprehensively uses the methods of interviews and questionnaires to analyze the main problems and deep reasons of the difficulties in the development of community smart policing from the perspective of collaborative governance.On this basis,it discusses the countermeasures to improve the collaborative governance of community smart policing.The study found that there are four main problems in the collaborative governance of community smart policing in Songjiang District,Shanghai,namely,organization,system,data and technology.The emergence of the problems is closely related to these aspects.Based on the research findings,and by combing and drawing on the experience of smart policing in large communities at home and abroad,this paper puts forward policy recommendations on four aspects of organization,system,data and technology to improve the collaborative governance capacity and level of smart policing in Songjiang District,Shanghai.
