Rules,Relationships And Informal Economy

As an "informal economy",the "Unlicensed car" relies on "informal"management and the "informal" operating model and system to build a flexible and economic relationship network,providing people with a large number of travel services,as well as the ’Unlicensed car" shocked the so-called "formal economy" and faced the latter’s blow.However,the field of this article shows us that the operating logic and relationship network of the "Unlicensed car" are highly similar to the"formal bus" and they are even mutual reference and mutual affinity.This paper argues that neither the "Unlicensed car" nor the "informal economy" behind is by no means a natural intrinsic category,but a label with subjective value judgments,Behind it,there are hidden keywords such as the state supervision,power,economy etc.The rules and systems of the market economy,that is,the morality of the market economy,are not value neutral,but exist in certain situations and will change with the change of the situation..In the summer of 2018,the "Unlicensed car" in ChongQing was legalized by the government in batches to become the "formal network car",but the latter still followed the operational logic and relationship network of the past "Unlicensed car",when the government or the station tried to use a series of rules and policies to attack the "Unlicensed car" and the network of "Unlicensed cars",it was discovered that the set of the "formal logic" and "highly modernized" operation was only a change in the name.they are still being dissolved in the so-called "informal" network of relationships.This not only indicates that the elements that make up the "informal economy "vary by time and context,and that an economy that appears to be informal in a given situation maybe completely legal in another context;even the same activity may change its position and across the gap between the formal economy and the informal economy,it also shows that the relationship between the state and civil society defines the characteristics ofthe "informal economy ".The process of"Unlicensed cars" turning formal is also the government’s attempt to engage with civil society.
