Declining fertility is a major problem in global population development.At present,China’s population growth is accelerating,birth rate is declining,labor supply is decreasing,and demographic dividend is gradually disappearing,which will affect the stable economic growth.As a matter of fact,low fertility rate leads to the gradual disappearance of demographic dividend,especially for the growing floating population group,whose fertility will has an important impact on the overall fertility level of China.One of the main purposes for people to have children is to obtain old-age security,and old-age insurance with old-age security function will have a key impact on fertility intention.In the company of the evolution of social financial state,it is a growth current of our state and even the entire world to pay attention to people’s livelihood and seek better welfare for citizens.Escorted by the maturing and boost of civil endowment safety structure,the endowment function and economic function of endowment insurance are increasingly prominent.Based on The cost-utility theory of Laienstein,the income or substitution effect of endowment insurance will effectively reduce the pension utility of children,and then reduce the willingness to bear children.Thus,a contradictory situation has been formed between perfecting social security policy,improving endowment insurance coverage rate and promoting universal two-child policy.Then,what is the relationship between the basic endowment insurance and the fertility intention of floating population? The question is to participate big to grasp the group method of China’s social security rule and raise the long-term balanced development of economy and population.This thesis makes an in-depth study of the impact of China’s basic endowment insurance system on the willingness of floating population to get a second kid,and puts forward material strategies suggestions for the investigation conclusions.There is a remarkable constructive correlation between the impact of basic endowment insurance on the floating population’s willingness to have a second child,that is,the higher the coverage rate of the endowment insurance is,the high the desire of the floating population is to get a second child.There is no conflict between the old-age motivation of urban residents and the new rural old-age insurance and the old-age motivation of childbearing.With the increase of living cost,the subsidy effect brought by pension insurance is not enough to meet people’s expectation of pension,so human beings still select to raise extra children to achieve the purpose of pension.Employee endowment insurance has a restraining effect on floating population’s willingness to have a second child.On the one hand,the pension insurance for urban workers with relatively higher future income but less self-contribution can better meet people’s pension expectations,meet people’s economic income in old age and release more family budget in the future,thus reducing the willingness to have a second child.On the other hand,due to the increased cost of birth and rearing,combined with the cost of utility theory,led to the transition of the fertility motivation,weigh the cost of raising children in the people and children Yang Lao Suo benefits,and the endowment insurance for the family budget in the future play a supplementary role,but in the current increased family costs,thus inhibiting the second child birth.Moreover,the floating population group that flows into the city to obtain the pension insurance of urban workers,whose fertility concept is affected by the place of inflow,will choose to raise a small number of children between the quality and quantity of children,so they are not willing to have more children.The effect of endowment insurance on floating population’s willingness to have a second child has group heterogeneity.First,from the perspective of residence intention,the floating population who are willing to settle down in cities face greater economic pressure due to their higher income and living cost,so they are more significantly affected by endowment insurance.Second,from the perspective of social and economic status,the clash of funding defense on the genenrativeness intention of middle-income and high-income groups is far less intense than that of low-income groups;For the floating population without higher education and low occupational status,the income effect of pension insurance has a greater demand for them,and their willingness to have a second child is stronger.Third,from the individual level,the rural-urban floating population’s desire to raise a second kid is positively affected by endowment insurance than by urban-urban floating population.
