The employment of college graduates is not only related to the vital interests of graduates,but also related to the sustainable and healthy development of higher education and the basic national policy of rejuvenating the country through science and education.Since the 13 th Five-Year Plan,the number of college graduates in Guizhou province has increased year by year,and the social and economic environment is complex and changeable.Especially after the outbreak of COVID-19,college graduates face a surge in employment pressure and challenges.In order to ensure the overall stability of employment of college graduates in Guizhou,Guizhou province has issued a series of policies to promote the employment of college graduates.But how effective are these policies?Objective and scientific evaluation is needed.This article first comb analysis was carried out on the relevant policy documents,and then construct a policy evaluation framework,using the analytic hierarchy process(ahp),design a set of more scientific evaluation system,combined with the survey data and related information,to promote the employment of university graduates in guizhou policy effect on qualitative and quantitative evaluation,and analyze the evaluation results.It finds the problems and deep causes of the policy,and finally puts forward the countermeasures and suggestions to optimize the employment promotion policies of college graduates in Guizhou Province.The conclusions are as follows:First,although the epidemic will have a great impact on the economy and society in 2020,the employment promotion policies for college graduates will have a significant effect,ensuring a good employment level.Among them,preferential employment policies at the grass-roots level are the most comprehensive.Enterprises have not givenfull play to their advantages in solving employment problems,and graduates who start their own businesses contribute less to new employment.Many problems in the implementation of the policy need to be solved by establishing the linkage mechanism of the government,employers,universities,society and graduates.Second,the differences in the implementation of policies and work innovation among colleges and universities lead to differences in the degree of solving policy problems.The implementation supervision system and evaluation mechanism of employment promotion policies for college graduates in Guizhou are relatively simple,which leads to a decrease in the effect of the policies and affects the satisfaction of the policies.Improving the supervision and evaluation mechanism of policy implementation can fundamentally improve the implementation of policy,which is conducive to improving the degree of solving policy problems.Thirdly,the employment promotion policy has obvious immediate and direct effects,especially the short-term employment problem has been effectively solved,but the lasting solution of the policy problem is not high enough,and the solution degree of medium and long term is limited.The deep reason is the disconnection between the talent cultivation of colleges and universities and the objective demand,and the biased employment view of graduates.Optimizing the cultivation mode of colleges and universities and guiding college students to set up the correct employment concept are beneficial to improve the effect of the employment promotion policy for college graduates.
