As part of my country’s targeted poverty alleviation strategy,the Ex-situ Poverty Alleviation and Relocation Policy has become my country’s unique key project for poverty alleviation,and is regarded as an important measure to "cut off the root of poverty at the source".The national policy points out that the relocation of poor people should not only deal with the basic requirements of "how to move,where to move",but also clear the development direction of "stable development and common prosperity" of the relocated people on this basis.Therefore,it can be said that the most important goal of Poverty Alleviation Relocation in inhospitable areas should be that the relocated groups have sustainable poverty alleviation ability and the improvement of the overall quality of life,and ultimately achieve common prosperity.Guizhou province is a typical karst rocky desertification area with fragile ecological environment and dense poor population.Guizhou is the province with the largest number of poverty alleviation and relocation from inhospitable areas in China.As a city featured by inhospitable areas relocation,S county of Guizhou Province is selected as a representative case in this paper.The author based on the theory of "Capability Approach" and combined with the actual situation of poverty alleviation in China.Then,the author puts forward six dimensions of the sustainable poverty alleviation capacity of migrants: subject initiative,resource utilization,cultural learning,information collection and utilization,production skills,and resilience in the face of adversity.On the basis of this,the author studies the external manifestations,causes of the absence and negative impacts of the sustainable poverty alleviation capacity of migrants.Finally,from the perspective of empowerment,the author believes that social work can be involved in the following two aspects to enhance the sustainable poverty alleviation ability of migrants:(1)To achieve "self-hematopoiesis" by intervening in the internal drive,resilience training and skill improvement of migrants;(2)From the level of community and government development carriers,external promotion and intervention are carried out to realize the sustainable poverty alleviation ability of migrants.
