"Education is the foundation of a century-long project".Education reflects the level of civilization of the society,maintains the prosperity of the nation,and is related to the prosperity and decline of the country.Educational poverty alleviation,as an endogenous poverty alleviation method,is to enhance the value of human capital to enable the poor to obtain independent development and poverty alleviation capabilities,improve the economic conditions of individuals and groups,and promote the overall economic prosperity of the region.At present,based on the completion of a moderately prosperous society in 2020,my country has entered the "post-poverty alleviation era" of the new normal of economic and social development.In this context,how to update,debug,and improve education poverty alleviation policies to deepen the "time and situation" Realistic cognition is the key to coordinating the coupling of educational poverty alleviation with social reality and implementation effectiveness.Since 2017,Guizhou Province has implemented the education funding policy for targeted poverty alleviation and poverty-stricken students,which has achieved good results,enabling the Party and the state to implement education benefiting the people policy to millions of households.However,with the further deepening of the task of poverty alleviation,Guizhou Province is facing the problem of sustainable development of poverty alleviation through education in the post-poverty alleviation era.This paper uses historical literature method,content analysis method and questionnaire survey method to analyze the implementation effect of the basic education poverty alleviation policy in Guizhou Province.Based on the Smith policy implementation process model,it analyzes the causes of the problems affecting the policy implementation situation and finds that there is a weakening of the formalism of the idealized policy.Insufficient policy implementation strength and insufficient capacity of implementing agencies have weakened policy implementation benefits,target groups cognitive biases have blocked policy implementation channels,and weak implementation environment construction has led to weak policy implementation foundations.Under the new background of "post-poverty alleviation era",based on the analysis of the policy implementation situation of the above Smith policy implementation process model,proposing a new path to optimize the effectiveness of education poverty alleviation policy is the top priority.Therefore,it is proposed that at the level of rational policy,it is necessary to enhance the "coupling effect" between top-level design and grass-roots practice,that is,to improve the rational positioning of top-level design;to make the content of education poverty alleviation policy scientific in the grass-roots practice;to connect the top-level design and grass-roots practice "Coupling Point".At the level of implementing agencies,it is necessary to strengthen comprehensive service supply capabilities,mainly to promote the standardized exercise of organizational powers of the implementing agencies,to clarify the rights and responsibilities of all parties;to optimize the communication mechanism between diversified policy subjects,and to adjust multiple co-governance;to broaden the interest appeal channels of the implementing subjects,Coordinating interest relations.At the target group level,to enhance the audience’s conscious sense of identity,that is,to enhance the audience’s awareness of policy participation;to cultivate the audience’s awareness of rights.In the implementation of the environment,we should strengthen the protection of resources,laws and information,mainly to adjust the allocation of poverty alleviation resources,optimize the layout of basic education schools;Establish and perfect the legal system of education poverty alleviation policy adjustment;We will continue to apply application-driven guidance and strengthen it application in basic education. |
