The Sixth Plenary Session of the Nineteenth Central Committee of the Communist Party of China proposed making unremitting efforts to realize the Chinese dream of the great rejuvenation of the Chinese nation.To achieve this goal,China has taken a series of measures to improve our national economic system,and in recent years China has made remarkable improvements in education,science,and economy.While China’s education system has been deepening,the ideological and political education has become the main content of China’s education development.Secondary school ideology and political classes are an important way to cultivate moral people and to train high quality and high level talents.In order to cultivate constructive talents with a comprehensive development,how to teach ideological and political education is what people have to think about.In recent years,academic researchers have found that "issue-based teaching" is very useful for ideological and political education."Issue-based teaching" is conducive to giving full play to students’ initiative,so that students can devote themselves to teaching ideological and political science classes and cultivate their positive mental state and health value pursuit.Although the importance and significance of issue-based teaching have been discovered,issue-based teaching has not been widely applied.This is contrary to the current educational philosophy of "people-oriented" and focusing on the cultivation of students’ innovative quality,which is strongly advocated by universities,and is also related to the many drawbacks of traditional teaching methods.At the same time,the release and use of new teaching materials and new standards for high school civics classes further increase the difficulty of their implementation.Therefore,how to better implement "issue-based teaching" has become a problem that must be solved in front of every teacher.The author provides some reasonable suggestions for the implementation of "issue-based teaching" by reviewing a lot of materials and books and combining them with classroom teaching.I hope that this thesis can promote the smooth development of "issue-based" teaching in high school ideology and politics,and pave the way for future theoretical research in related fields.This paper will use four sections to talk about how issue-based teaching can be applied in high school civics classes.The first part is the introduction,including the research background of issue-based teaching,the significance of the research,and the status of domestic and foreign research.The content of this part is mainly to have a systematic understanding of issue-based teaching.Through collecting information related to issue-based teaching,we will understand its past and present,and then study the connection and application of issue-based teaching with actual classroom teaching in depth.The second part is the theoretical elaboration related to issue-based teaching.The second part is a theoretical presentation of issue-based teaching and learning,which includes two aspects: the connotation of issue-based teaching and learning and its characteristics.It is important to understand how issue-based teaching differs from other teaching methods.Only by carefully understanding what issue-based teaching is and what its unique charm is,can we successfully carry out the next research and reflect the significance of this paper.The third part is the problems that issue-based teaching is facing now and the measures to solve them.This part is about the four aspects of issue-based teaching: firstly,we will investigate the implementation of issue-based teaching in high school politics classroom,and after the questionnaire survey,we will have a certain understanding of the current situation of implementation.The next step is to analyze some problems of issue-based teaching in actual operation,why issue-based teaching is not well implemented in actual teaching,and what are the reasons for it.Finally,we will give corresponding solutions according to the problems and causes.The fourth part is about the practical application of issue-based teaching in high school ideology and politics classes.By combining issue-based teaching with actual class examples of Civics and Political Science classes,the lesson "The World is eternal development" is taken as an example to integrate issue-based teaching into the Civics and Political Science course.The lesson "The World is eternally developing" is designed for teaching and learning,and precise analysis is made to summarize the experience and reflect on the teaching.
