| Employment is the biggest concern for people’s livelihood,and employment is the top priority for the "six stability" and "six security" tasks.In 2018,it was made clear that "stabilizing employment" should come first in the "six stabilizing policies",and in 2019,for the first time,employment was given priority at the macro policy level.This highlights the critical importance of ensuring employment first.The Fifth Plenary Session of the 19th CPC Central Committee put forward new requirements and defined new tasks for the 14th Five-Year Plan.This fully demonstrates the importance of implementing the strategy of giving priority to employment.In recent years,the human resources and social security department of Lianyungang City has made great efforts to overcome the difficulties,seek progress while maintaining stability,overcome the adverse impact of the epidemic,and promote employment and entrepreneurship with high quality.Under the theoretical support of service-oriented government theory and new public service theory,this paper systematically analyzes the current situation of promoting employment in Lianyungang City through literature research method,systematic analysis method,comparative analysis method and questionnaire survey,to understand the effectiveness of the human resources and social security department of Lianyungang City in implementing the employment priority strategy.At the same time,based on the measures taken by Lianyungang City in the implementation of the employment first strategy and the results achieved,combined with the questionnaire,the causes of the problems found in the implementation of the employment first strategy were analyzed.Based on the research on the implementation of the employment priority strategy in the cities inside and outside the province,the paper draws inspiration for Lianyungang City.This paper discusses the methods and improvement strategies of Lianyungang government departments under employment priority from the aspects of strengthening the publicity of employment policies,accurately helping groups with employment difficulties to find jobs and strengthening the construction of grassroots public service platforms.It is hoped that the research results of this paper can provide theoretical support and decision-making basis for promoting employment in Lianyungang City,and provide certain help for effectively promoting the realization of full employment and high-quality employment. |
