In recent years, faced with the dual constraints of resources and environment, the original extensive and low-end manufacturing oriented development mode of China’s manufacturing industry can not be sustained, and the need to accelerate the upgrading of manufacturing industry is more urgent.Generally speaking, technological improvement and innovation is the main way to realize the upgrading of manufacturing industry, and human capital is the carrier of technological improvement and innovation, especially high-quality human capital plays an extremely important role. Therefore, under the new condition that the original comparative advantage of China’s manufacturing industry is fading day by day and new technological advantage urgently needs to be formed,it is necessary to clarify the role path of human capital accumulation on the upgrading of manufacturing industry, and take the study of human capital accumulation as an important way to realize the upgrading of manufacturing industry.Based on this, this study firstly analyzed the mechanism of human capital accumulation affecting manufacturing upgrading by combing relevant literature and elaborating relevant theories.Secondly, the human capital accumulation is measured from the three dimensions of human capital level, distribution structure and internal structure of human capital, and the manufacturing industry upgrading is measured in the subsectors of manufacturing industry.Based on the measurement results, the status quo of China’s human capital accumulation and manufacturing industry upgrading is analyzed.Thirdly, the panel model is constructed by using panel data of 30 provinces and cities in China from 2004 to 2019(Xizang,Hong Kong,Macao and Taiwan are excluded due to serious lack of data)to empirically test the impact of human capital accumulation on manufacturing upgrading and its mechanism. Finally, this paper empirically examines the regional heterogeneity of the impact of human capital accumulation on manufacturing upgrading. The results show that :(1)From 2004 to 2019,our country human capital level gradually improve, structure and the internal structure to optimize distribution of human capital, high technology manufacturing industry accounted for the rise, but compared to the Midwest, the east higher overall level of human capital, education degree distribution difference is smaller, and high-level human capital of higher;(2)From the perspective of total impact, the improvement of human capital level, distribution structure of human capital and internal structure optimization in the process of human capital accumulation are significantly positively correlated with the upgrading of manufacturing industry;(3)From the perspective of indirect impact, technological progress, factor endowment structure and consumption demand structure,as intermediary variables, all play a significant role in the impact of human capital accumulation on manufacturing upgrading.(4)In terms of regions, the impact of human capital accumulation on manufacturing upgrading is quite different in different regions, and the positive promoting effect on manufacturing upgrading in eastern China is more significant.Above studies show that human capital accumulation closely related to manufacturing industry to upgrade,China should comply with the human capital accumulation trends, speeding up human capital accumulation, steadily improving high proportion of human capital, and personnel policy formulation and implementation of differential area, reduce the heterogeneity of human capital,to strengthen the human capital structure and regional manufacturing structure adaptation degree.
