In recent years,the number and funding of major scientific projects led by colleges and universities has increased year by year.In addition,major scientific projects have the characteristics of strong correlation between tasks,difficulty in tackling key technical problems,long research cycle,large number of participating units,and complex management.All these put forward higher requirements for the project stakeholders to carry out the process management of major scientific projects in colleges and universities.For project stakeholders,it is urgent to evaluate the process management level of major scientific projects in universities and find out the restrictive factors that affect the management level.Maturity is a tool and method to measure the process management level of major scientific projects in colleges and universities.but the systematic research on the evaluation of the management maturity of the implementation process of major scientific projects in colleges and universities is currently poor,it is difficult to provide useful references and suggestions for the implementation process management of major scientific projects in colleges and universities.Therefore,this thesis focuses on the evaluation of the management maturity of the implementation process of major scientific projects in colleges and universities.Firstly,this thesis analyzes the characteristics of process management of major scientific projects in colleges and universities,combines with the existing research results and newly promulgated policies to clarify the impact factors of the process management of major scientific projects in colleges and universities from the three dimensions of wuli,shili and renli,based on this,a three-dimensional system of process management for major scientific projects in colleges and universities is constructed.On this basis,the WSR model of the process management of major scientific projects in colleges and universities is constructed.Secondly,by improving the OPM3,the process management maturity evaluation model of major scientific research projects in universities is constructed.The model includes two dimensions,of which the first dimension is maturity level,including initial level,adjustment level,normative level,and continuous improvement level.The second dimension is the evaluation index system,including three dimensions of wuli,shili,and renli.Aiming at the fuzziness and greyness of the evaluation indicators,this thesis uses the COWA operator to determine the weight of each indicator,and uses the fuzzy grey clustering comprehensive evaluation method to comprehensively evaluate the process management maturity of major scientific projects in colleges and universities,apply the obstacle model to identify the indicators that need to be improved urgently.Finally,taking KJ major scientific sub-projects as an example to conduct an example analysis,the maturity level of KJ major scientific subprojects is evaluated by using the maturity evaluation model constructed in this thesis.The analysis results show that its process management maturity level is the normative level,and the process management factors that need to be improved include: environmental adaptability and project target indicators of the wuli layer,information management tools,progress management and scientific data exchange management indicators of the shili layer,management training indicators of the renli layer,combined with the constructed WSR model of major scientific project process management in colleges and universities,corresponding countermeasures and suggestions are put forward,and the corresponding improvement strategy map is drawn.The research work in this thesis broadens the application of the WSR methodology in the field of project management,and provides a new perspective for the research on the process management of major scientific projects in colleges and universities,it can provide a certain reference for project management institutions,scientific project undertaking units,and scientific project leaders to carry out process management of major scientific projects.
