Reserch On The Evaluation Of The Implementation Effect Of Science And Technology Talent Policy In Liaoning Province

Since the 21 st century,the era of industrial economy has become the past,and it has fully entered the era of knowledge economy.The era of knowledge economy with talents as the core attaches more and more importance to scientific and technological talents.The development of scientific and technological innovation activities needs the support of scientific and technological talents,scientific and technological talents are the main force of the development of scientific and technological innovation,and countries around the world also attach more and more importance to scientific and technological talents.As one of the northeast old industrial base in Liaoning province,the economic foundation is relatively backward,involving the study of science and technology talent policy is not perfect,therefore,the scientific and reasonable talent policy helps Liaoning province in the talent competition,help to enhance the independent innovation and ability of science and technology talent policy in Liaoning province and cohesion,with policy effect to release the intrinsic power of talent competition.Based on this,this paper evaluates the implementation effect of the policy from the reality of the policy in Liaoning Province.Through the science and technology talent policy issued by Liaoning Province in2003-2022,the science and technology talent policy of Liaoning Province is classified according to the policy tools,and the implementation effect of the science and technology talent policy is analyzed from the aspects of quantity,promulgation subject and content.Using literature research method to explore the contents of science and technology talent policy,science and technology talent team construction,policy implementation evaluation and other aspects,so as to determine the indicators,methods and perspectives of the evaluation of science and technology talent policy implementation effect in Liaoning Province.Combined with the actual situation of science and technology talent policy in Liaoning Province,the implementation effect evaluation index system of the supply of science and technology talent policy,demand of science and technology talent policy and environmental science and technology talent policy is constructed,and the representative indicators are selected combined with the specific content of each type of science and technology talent policy,a total of 9.Using fuzzy comprehensive evaluation method and entropy right method,the implementation effect of science and technology talent policy in Liaoning province from 2003 to 2022 is systematically analyzed.The results show that the overall implementation effect of the science and technology talent policy in Liaoning Province and the implementation effect of the three subdivided policies in 2003-2022 are generally rising.Among the three types of subdivision policies,the policy score of supply science and technology talents is higher than that of demand science and technology talents is higher than the policy of environmental science and technology talents.Therefore,the main role in the implementation effect of Liaoning science and technology talents policy in Liaoning Province is the policy of supply science and technology talents,followed by the policy of demand science and technology talents,and the policy of environmental science and technology talents needs to be strengthened.Finally,the countermeasures and suggestions for further optimizing the policy system of science and technology talents in Liaoning province are put forward from the four aspects of improving the policy system of science and technology talents,strengthening the construction of scientific research policy environment,enriching the policy service means of science and technology talents,and establishing the dynamic tracking system of the policy of science and technology talents.
