To construct comprehensive and activity-oriented ideological and political courses in high school,the first teaching method in curriculum standard is agenda-oriented teaching,which is also a good teaching method that conforms to the reform and development trend of ideological and political courses in high school and can better cultivate students’ core qualities of ideological and political subjects.Topic teaching is very consistent with the characteristics of high school ideological and political courses.It can meet the curriculum standards,provide a guarantee for the construction of activity-based subject curriculum,lay a foundation for the cultivation and development of students’ core discipline quality,and provide a feasible path for the implementation of the fundamental task of moral cultivation and human development.Therefore,it is imperative to strengthen the research of agenda-oriented teaching and make agenda-oriented teaching practical.This article consists of five chapters.The first chapter clarifies the connotation of topic and topic teaching,the characteristics of topic teaching,and the importance of using topic teaching in high school ideological and political lessons.The second chapter explains the three theoretical bases of topic teaching,namely constructivism,humanism and Marxist contradiction analysis.On the basis of elucidating the theoretical basis,four basic steps on topic instructional design are put forward in practice.The third chapter mainly aims to understand their cognition of issue-based teaching according to the questionnaires and interviews given to students and teachers.According to the survey results and specific teaching practices,the following problems are found in the application of issue-based teaching: first,teachers lack awareness of issue-based teaching and lack of ability to control classroom topics.Second,students do not have a strong connection between knowledge point theory and practice,and the difficulty of topics affects their learning motivation.Third,the link design of topic teaching is lack of integrity,and the subject of classroom teaching evaluation is single.Based on the analysis of the causes of problems in teaching,the following reasons are obtained: First,teachers’ professional quality and issue-based teaching ability need to be improved urgently.Secondly,students’ learning style and ability of topic teaching do not match.The implementation of the third topic needs to be improved and the teaching effect is difficult to evaluate.Based on the problems summarized in the last chapter and the reasons analyzed,the fourth chapter puts forward the optimization strategy in the application of issue-based teaching from three aspects.First of all,change the idea of teacher education,improve the overall quality of teachers.Secondly,teaching students learning methods to improve students’ inquiry ability.Finally,improve the teaching link,establish a scientific evaluation mechanism.The fifth chapter is about the specific four application links of issue-based teaching in the teaching of Politics and the Rule of Law,that is,the selection and determination of topics based on the analysis of teaching materials and learning situation;According to the selection of main topics and sub-topics,carry out teaching design;Show coherence and systematicness among topics,and implement teaching content;Establish teaching evaluation table for teachers and students to obtain real teaching evaluation.Finally,taking "Always adhere to the People as the Center" in Politics and the Rule of Law,the third compulsory course in high school,as an example,the topic teaching example is designed.
