| The national grant policy is of vital importance in the secondary vocational education subsidy policy of China.As one of the educational assistance policies,it helps the country to consolidate and expand the achievements of poverty alleviation through education,which revitalize nation’s rural area.Based on the development characteristics of the nation’s grant policy for secondary vocational education and its latest policy documents,this study selected 4 secondary vocational schools in Jiangxi Province,issued 1,476 questionnaires to the targeted implement of the policy.The study also conducted in-depth interviews with the workers implementing the policy to understood the implementation status of the national grant policy in a comprehensive view.The study acquires the implementation effect of the current funding policy through horizontal dimentions in terms of policy publicity effect,evaluation procedure,evaluation group organization,information disclosure,fund release process,identification criteria,evaluation results,complaint feedback channels,policy recognition,funding education,funding effect and other horizontal dimensions.The thesis analyzed the problems before,in and after the implementation of the policy,the propaganda of secondary vocational schools is not enough,the propaganda effect is not good,the propaganda mobilization force is not enough;imprecise identification standards,inadequate workflow and inadequate process supervision;education effect is not obvious,feed back evaluation effect is poor,supervision and rectification is not in place.This includes policy reasons,school reasons,student and parent reasons.To improve the implementation effect of the national grant policy for secondary vocational schools so as to make the policy play its due role in promoting the development of secondary vocational education,this thesis puts forward suggestions in four aspects: attaching importance to the publicity work of the policy,perfecting the work management mechanism,perfecting the funding and education mechanism,and establishing the supervision and evaluation mechanism. |
