"Science and technology is the first development force",the role of science and technology innovation on national development is self-evident,who has mastered science and technology,who has mastered the future.Universities are one of the key subjects of China’s innovation system and play an important role in enhancing China’s innovation capacity.China’s technological innovation capacity is constantly improving,but the efficiency of the use of scientific and technological achievements is not high.In the face of the "hounding" suppression of science and technology development by western countries led by the United States and the technology transfer problem that innovation is difficult to turn into productivity,we must find the key blockage that restricts the efficiency of technology transfer to improve the efficiency of technology utilization and solve the dilemma.As an economically developed province in China,Jiangsu is at the forefront of science and technology investment in the country.Jiangsu has many colleges and universities,and as a large province of innovation,it is of great significance to explore the problems on its science and technology innovation for the overall improvement of China’s innovation capacity.The transformation of scientific and technological achievements in universities is a key link to enhance the national innovation capacity and core competitiveness.At present,the effectiveness of technology transfer in China’s universities is not obvious,and there is a situation that "high performance" and "low efficiency" coexist at the same time.To this end,this paper takes technology transfer in Jiangsu universities as the research object.Firstly,through extensive data analysis,we explore the current situation of research input,output and technology transfer in Jiangsu universities.Then we use these data combined with the DEA empirical analysis method to explore the problems in technology transfer in Jiangsu universities.At present,there are problems such as insufficient scale efficiency,insufficient supporting role of key universities,insufficient scale payoff and input redundancy in technology transfer in Jiangsu universities.Further analyzing the technology transfer efficiency of Jiangsu universities during eight years from 2013 to2021 by dynamic DEA-Malmquist method,it is found that although Jiangsu province is much higher than the other two provinces in science and technology input and output,Jiangsu province lags behind Guangdong and Zhejiang provinces in technology transfer efficiency.One of the main reasons is the low technical efficiency i.e.the lag in organizational management level including economy of scale,factor allocation and technology level play.This is the main reason why the efficiency of technology transfer is lower even though the technological level of Jiangsu universities is improved more obviously than those of the two provinces.Finally,according to the current situation of input and output of Jiangsu universities and the problems identified in the process of empirical analysis,policy suggestions are proposed to improve the technical efficiency of Jiangsu universities.The three aspects of optimizing input-output structure,improving technology transfer structure of Jiangsu universities and integrating advantageous resources are used to improve the current problems in technology transfer of Jiangsu universities.At the end of the article,we also put forward some ideas on the future research direction of technology transfer in colleges and universities,hoping that it can shed some light on the subsequent research. |
