| In 2021,the General Office of the Central Committee of the Communist Party of China and the General Office of the State Council issued the "Opinions on Further Reducing the Homework and Off campus Training Burden of Students in Compulsory Education"(hereinafter referred to as "Double Reduction"),which released a strong signal of educational reform,and after-school services became one of the important contents of "Double Reduction".Overall,China’s after-school services have achieved experience and effectiveness in some regions,but there is a problem of uneven development,especially in some rural areas where the effectiveness of after-school services is not satisfactory.In 2021,Chongqing issued the "Work Plan for Further Reducing the Homework Burden and Off campus Training Burden of Students in Compulsory Education".Starting from the autumn semester of 2021,all primary and secondary schools in Dianjiang County will implement the "5+2" after-school service model.The after-school service in Dianjiang County,Chongqing is in its early stages and faces implementation difficulties.Based on this,this article starts with policy implementation and takes the Smith policy implementation model theory as the foundation.By organizing literature and analyzing domestic and foreign literature as well as relevant policies,it focuses on the implementation of after-school service policies in primary schools in Dianjiang County.Specifically,two representative township case primary schools in A Town and one representative urban case primary school in B Street of Dianjiang County are selected.Through questionnaires,interviews,and other methods,three school managers According to a survey conducted by faculty,students,and parents,it was found that there were four issues in the implementation process,including unclear content of after-school service policies,weak implementation of the main organization,biased understanding of some target groups,and a lack of software and hardware for policy implementation.Meanwhile,based on the Smith Policy Execution Model theory,an analytical framework is established to analyze the reasons for the above problems.The reasons for these problems are the imperfect after-school service policies themselves,inadequate publicity and research in the early stages of the school’s development of specific plans,bystander mentality among parents in after-school services,closed and questioning policy implementation environment,and suggestions are made to improve policies,refine management,and strengthen publicity Four countermeasures and suggestions for optimizing the environment for the implementation of after-school service policies in primary schools. |
