Quantitative Evaluation Of Mass Ice And Snow Sports Policy

With our successful bid to host the 2022 Winter Olympics in Beijing and putting forward the slogan of "leading 300 million people to participate in ice and snow sports",the development of ice and snow sports in our country is in full swing,the participation population is expanding and participation ways are more diverse,ice and snow sports is increasingly becoming an important way for people to participate in national fitness.However,in the development process of mass ice and snow sports,there are many problems,such as a large gap between regions in the scale of ice and snow participation,limited infrastructure construction such as venues,insufficient driving effect of the ice and snow industry on mass ice and snow sports,lack of supporting services related to ice and snow,and still need to improve the promotion force of policy incentives.In the final analysis,it is the imperfect policy itself.There is a lack of matching policies for mass ice and snow sports.However,a perfect mass ice and snow sports policy cannot be achieved without policy evaluation.The evaluation of the results is a prerequisite for policy optimization and enhancement.Only then can policy makers propose targeted improvements to supply the foundation for policy analysis and adjustment.Subsequently,the formulation,distribution,execution and assessment of pertinent policies,and the promotion of our policy of ice and snow sports,are all essential stages.In recent years,the evaluation research of mass ice and snow sports policy has made great progress,especially in the quantitative evaluation.Therefore,based on the PMC index model,this paper focuses on the quantitative evaluation of Chinese mass ice and snow sports policy.Firstly,this paper classified Chinese mass ice and snow sports policies,collected the policy texts of Chinese mass ice and snow sports policies from November 2015 to Feburarry 2022,and then used ROSTCM6.0.0 text mining tool to extract the policy word segmentation and word frequency statistics,and analyzed the confession matrix.Then,the PMC index model was constructed,and 11 policy samples were selected to conduct empirical research on the quantification of Chinese mass ice and snow sports policies,and the PMC surface was drawn and the method of comparative analysis was used to analyze the policies.Finally,this paper draws the following conclusions:(1)The overall policy design of the mass ice and snow sports at all levels in our country: Policies are generally more reliable,each policy is more scientific,each policy is more functional,each policy is involved in a more comprehensive field,and each policy is receiving various subjects and strongly targeted.(2)There is room for improvement in our policies on ice and snow sports at all levels: Lack of long-term systematic planning for policy making,the lack of description and identification in policy formulation,the lack of special fund support for policy incentive and security measures,and the lack of key distribution of ice and snow culture in policy content;(3)To put forward optimization suggestions on our country’s mass ice and snow sports policy: focus on long-term,medium-term and short-term outcomes when making policy,enhance the overall understanding of development status,improve the policy incentives for mass ice and snow sports,and increase the contents of the mass ice and snow sports policy and snow culture.
